Job Description

WV Somalia will be implementing an integrated nutrition and relief project aiming to alleviate the immediate food insecurity and malnutrition while fostering a pathway to recovery and resilience building for vulnerable communities. This project aligns with WFP objectives SO1; improved access to adequate nutritious food and specialized nutritious foods that meet basic food and nutritional needs during and in the aftermath of shocks and; and SO2; improved nutrition and resilience from inclusive access to integrated basic social services, shock-responsive safety nets and enhanced national capacity to build human capital, all year round.

1.Project Goal: To improve food and nutrition security for vulnerable households in areas affected by natural and man-made disasters to meet their basic food and nutrition needs during crises and in the aftermath of shocks

Purpose of the position:

• The Project Officer-Relief will be responsible for quality and timely implementation of projects in the district; ensuring that projects take place on-time, to the intended beneficiaries and in accordance with the provided donor guidelines and ensuring that all the necessary documentation is generated correctly. The position holder will also represent World Vision in meetings for donor(s), Local Authority, State government and other key stakeholders. He/she will maintain communication with the project sub-grantees.
• With guidance and mentoring, the position-holder will assist in planning, implementation, monitoring and reporting on progress of implemented project activities in the district.
• The incumbent will assume other administrative roles in the field on behalf of the regional office.

Participate in project implementation of cash & voucher activities

Scope registration and distribution

• Support implementation; Food, Cash and Voucher distributions, address complaints, and provide project supplies and other NFIs to projects beneficiaries.
• Participate and ensure a transparent beneficiary targeting and registration process of projects beneficiaries in the district as per the provided guidelines.
• Ensure that respective project beneficiaries in the district receive their cash/food commodities entitlements and as prescribed on time.
• Ensure that project inputs, visibility, complaints, project key information is in place/shared with beneficiaries and stake holders.
• Support field missions and donors to the district. Supportive WV field teams in the district and ensure that they are well supported.
• Organize and facilitate training of community groups and/or implementing partner staff on key project requirements (Community mobilization, Cash/Food distribution procedures, Child/adult Safeguarding, Savings Groups, Bio-metrics data bases among others).

• Conduct regular field visits to project site and update the Project teams, management on the progress of project activities in the field.
• Share accurate and timely reports to supervisor/management and this includes: project monitoring reports, weekly/monthly progressive reports, MMRs, 4Ws as required.
• With guidance from PM/TS carry out assessments and baselines in support of community driven design project;

1. Coordinate district field requirements (cash/food distribution logistics, facilitators among others); support supervision of WV engaged contractors/consultants
2. Spearhead community engagements

Foster external and internal engagement to promote awareness of the program, support fund-raising efforts, and facilitate coordination:

• Participate in external engagement with the government, community, and coordination mechanisms:

1. Participate in cluster coordination mechanisms;
2. Update cluster reporting tools on a regular basis (e.g. 4Ws);
3. Participation in cluster/government organized assessments;
4. Take leadership roles when possible.

• Collaborate with other WV sectors, government entities, UN & NGO- fostering linkages in support of sustainability and coordination of project activities (e.g. extension services, marketing facilities, credit mechanisms);
• Assist projects teams with any administrative support required to enable projects operations.

• Support awareness and implementation of WV policies and procedures to staff members and partners in the district.
• Ensure value for money in regards to all transaction involving World Vision resources.

• The incumbent will be based in Berdaale District in South West State of Somalia, and will be required to travel extensively throughout the region, specifically to the districts. This travel is essential for effective project implementation and collaboration with local stakeholders, including community members, health authorities, and partner organizations.
• Travel Requirements:
• The Project Officer-Relief will be based in Berdale, with limited need for travel outside of Berdale.
• The incumbent should be prepared for both scheduled and unscheduled travel based on project demands.
• Given the security situation in certain areas, the relief officer must adhere to all safety protocols and guidelines established by World Vision. This includes participating in pre-travel briefings, maintaining communication with the security team, and being aware of the local context and potential risks.
• Work Environment:
• The Project Officer-Relief will spend a significant amount of time in the field, working directly with project staff, community health workers, and beneficiaries. This hands-on approach is crucial for understanding local humanitarian needs and ensuring the effectiveness of project interventions.
• The incumbent must demonstrate cultural sensitivity and adaptability when interacting with diverse communities. Building trust and rapport with local populations is essential for successful project implementation.
• The work environment may involve living in basic accommodations within the project districts. The relief officer should be prepared for varying living conditions, which may lack some modern amenities. Flexibility and resilience are vital in adapting to these circumstances.
• The Project Officer-Relief will work closely with various partners, including local NGOs and government agencies. Effective collaboration and communication will be key to achieving project goals and ensuring a coordinated response to health needs in the region

Financial Responsibility

Experiences and Qualifications

The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:

• Bachelor’s Degree in Agriculture, Agricultural extension, Business Administration, Social sciences, from a reputable and recognized University /College.
• Minimum of 5 years’ relevant experience in a related job.
• Computer literacy in MS Word, MS Excel, Power point and Technical Drawing Packages.
• Experience in community based participatory development approaches strongly desired
• Use of data bases like LMMS & SCOPE
• At least 5 years of experience in Relief and Development work.
• Practical experience in Crop Production, Soil and Water Management, Pest Management, Post-Harvest handling techniques and Marketing will be a great advantage.

Time frame

The STCS is expected to be a short-term assignment lasting 10 months, starting on the 1st of May, 2025.

Reporting

The Project Officer-Relief will report to Project Manager- Food and Cash Assistance and Technical Advisors at WV.

Payment

The incumbent will be paid a fee of $1400 Inclusive of Taxes on monthly bases upon submitting an invoice, and a monthly project report.
