Job Description

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

In response to the ongoing emergency response, NRC is setting up a roster for programme roles that area office could use. We are seeking highly qualified, resilient, dynamic professionals to respond to the emergency and support affected communities.

Duties & Responsibilities:

Assist in conducting assessments on site needs and resources, including existing water sources and sanitation facilities.
Support beneficiary selection by identifying vulnerable families eligible for assistance according to established criteria.
Assist in site selection by assessing, analyzing, and finalizing well and latrine locations in consultation with the community.
Help organize community meetings to explain the roles and responsibilities of water committees.
Assist in training water committees on the maintenance of water facilities and provide on-the-job support as needed.
Monitor the quality of well digging and construction at different stages, ensuring community and contractor contributions meet NRC standards.
Support the installation of hand pumps for drilled/dug wells in consultation with the logistics department.
Coordinate with logistics to ensure timely delivery of materials and equipment to project sites.
Contribute to the design of latrine, water supply, and sanitation activities, and assist in preparing Bill of Quantities (BOQ) and technical drawings.
Participate in field assessments, distributions, and Post Distribution Monitoring (PDM) as directed by the Emergency Manager.
Ensure that cash-based interventions and market-based programs are considered and implemented within NRC’s core competencies.
Assist in preparing reports on project progress and challenges, and contribute to the evaluation of activities for continuous improvement.

Experiences and Qualifications

Skills & Experience:

  • Diploma or degree in Water Engineering, Civil Engineering, Public Health, Community Development, Geology, or a related field.
  • At least one to two years of experience in implementing Water and Sanitation projects.
  • Basic knowledge of civil works design software (e.g., AutoCAD, WaterCAD) is an advantage.
  • Experience working on WASH and Shelter projects in a humanitarian/recovery context is desirable.
  • Previous experience in complex and volatile environments is preferred.
  • Ability to work under pressure and in remote locations.
  • Proficiency in English (both written and spoken).
