Requirements: The position will be based in Oodweyne, with travels to other locations such as Sheik, Buroa and Hargeisa.

Role Purpose:
The Senior Programme Officer-Resilient is responsible for Technical and Organisational support to Concern’s partner
organisation in the implementation of its Climate Resilience programme in Oodweyne District.
Responsibilities:
 Provide technical support to Concern partner in planning, implementation, and monitoring of climate change adaptation and resilience programmes
 Support integration of climate-smart approaches into livelihoods, WASH, agriculture, and natural resource management (NRM) programmes.
 Ensure project activities align with national and regional climate change policies, frameworks and priorities, in collaboration with relevant government ministries and local authorities.
 Promote ecosystem-based adaptation (EBA), sustainable land management (SLM), and community-based disaster risk reduction (CBDRR).
 Conduct capacity needs assessments for partners and community-based structures on climate adaptation, resilience building, and environmental management.
 Develop and deliver training modules and mentoring support for partners on climate risk assessment, adaptation planning, early warning systems, and climate-smart technologies.
 Develop and disseminate learning materials, including manuals, guides, videos, and online content.
 Provide ongoing technical backstopping and coaching to partners to strengthen their institutional and technical capacities.
 Develop and provide Technical Guidance for field demonstrations to educate programme participants on soil health, crop diversity, cover cropping, agroforestry, and other regenerative practices.
 Evaluate the effectiveness of training programs and make necessary adjustments to improve outcomes.
 Work closely with MEAL teams to ensure effective documentation and sharing of lessons learned, success stories, and best practices.
 Facilitate knowledge exchange, peer learning, and experience-sharing forums between partner and relevant stakeholders

Senior Programme Officer_ Resilience

 Stay up to date with the latest research and developments in regenerative agriculture, NRM and incorporate new knowledge into strategies and training materials.
 Promote the benefits of regenerative agriculture and NRM through stakeholders’ engagements (workshops, seminars, webinars), articles, and social media.

 


 Actively promote inter sectoral linkages such as Gender, Equality, Conflict and Peace, Disaster Risk Reduction, Environment, Climate Change Adaptation, and Partnerships
 Undertake any other relevant duties as may be assigned by line manager or designate
 Concern is committed to responding to emergencies efficiently and effectively in order to help affected people meet their basic needs, alleviate suffering and maintain their dignity. All staff are required to actively participate in the response, regardless of location and contribute to the efforts aimed at achieving the humanitarian objective of the organisation.
Partnership, Monitoring, learning and evaluation  Support the partner to develop a comprehensive detailed implementation plan for the programme, oversee its implementation and undertake regular reviews and update on the progress.

 


 Provide capacity support to the partner in all Climate Resilient evaluation exercises such as baseline/midline and end line surveys, post distribution monitoring exercise etc.
 Design relevant tools to facilitate the partner in the implementation/execution of the monitoring plan and provide the necessary capacity building to partners on the use of the developed tools.
 Spend at least 70% of time visiting project sites with field visit reports prepared at the end of every monitoring trip.


 Participate in relevant monthly and quarterly review meetings of Concern and of the partners.

 


 Follow up and track the implementation of partner’s activities and provide field support to their staff, Community Based Extension Workers and volunteers.
 Hold frequent meetings with the partner’s staff to ensure that the technical standards are followed in the implementation of Climate Resilient activities.


 Support partner teams in preparation of quality programme reports related to their activities Reporting and Donor Compliance
 Through the partner organisation contribute to monthly reports which include updates on key activities/achievements using quantitative data as well as qualitative information (such as photos, case studies, quotes from beneficiaries)
 Support the partners to prepare and share timely programme data as required.
Representation and Coordination:
 Serve as a liaison between Concern, government/local authorities and Community Members Other
 Adhere fully to the commitments and rules of Concern’s P4 and CoC, including respect of confidentiality and duty to report violations.
 Ensure that community members and partners are fully aware of and understand Concern’s Code of Conduct and associated policies as well as project eligibility criteria, and that they know how to provide feedback through the FCRM
 Support Concern and partner staff with inductions and trainings on the FCRM, so that they know their roles
in raising awareness, collecting and documenting complaints and facilitating referrals – and their limits in
terms of investigations

Experiences and Qualifications

Education and Qualifications
 A degree in Climate Change Adaptation, Environmental Management, or Development Studies is required. A
 Master’s degree in a related field is desirable.
Experience
 Minimum of 3–5 years of relevant experience in implementing climate change adaptation, resilience, or natural resource management programmes.
 Proven experience in capacity building and partner support, preferably within NGO or community-based settings.
 Experience in integrating gender and social inclusion considerations in climate and resilience programming.
 Familiarity with participatory approaches and community-based adaptation planning.

Skills and Competencies
 Strong technical knowledge of climate change adaptation, resilience frameworks, and ecosystem-based approaches.
 Excellent facilitation, training, and mentoring skills.
 Commitment and desire to work closely with people in the rural community.
 Respect for community and their ideas, and a strong belief in their ability to act for change.
 Willingness to stay, work and live in areas with minimal facilities and to endure physical hardship arising from poor infrastructure or adverse weather conditions.
 Strong analytical, report-writing, and communication skills.
 Proven ability to work collaboratively with diverse stakeholders including government, NGOs, and communities.
 Proficiency in Microsoft Office Suite and GIS tools is an asset.
