SIF has been operational in Somalia since 2012 through its Kenya & Somalia Mission, implementing integrated programs across Food Security & Livelihoods (FSL), Water, Sanitation & Hygiene (WASH), Education & Child Welfare, and Emergency Response. Current interventions include in Mogadishu, Kismayo, Nairobi, and partner-implemented locations in Gedo, HirShabelle, and Southwest State.

About the Role

SIF is recruiting for a Senior Program Manager (Roving). The Senior Program Manager will play a critical role in strengthening SIF’s program quality, implementation, reporting and strategic positioning across Somalia. With a strong focus on FSL and WASH, the role will ensure high-quality delivery through robust project cycle management and MEAL systems, while actively contributing to sector coordination platforms and technical working groups.

Based at Mogadishu, the Senior Program Manager will regularly travel to SIF Office in Kismayo and partner implementation sites (Gedo, HirShabelle and Southwest State), to monitor performance, ensure compliance, and uphold program standards.

In parallel, the role will also support resource mobilization efforts, including conducting needs assessments and translating findings into evidence-based concept notes and proposals aligned with donor and cluster priorities. Additionally, the role will oversee and strengthen partnerships with local organizations, ensuring quality implementation, compliance with SIF and donor requirements, and capacity building.

Key Responsibilities

  • Led implementation of quality program and ensure strong project cycle management in all locations
  • Provide technical oversight of FSL (CVA, livelihoods) and WASH interventions
  • Conduct field monitoring visits to ensure compliance, quality, and performance
  • Strengthen partnerships and localization, including capacity building of local NGOs
  • Lead needs assessments, proposal development, and fundraising efforts
  • Ensure strong MEAL systems, data-driven decision-making, and timely reporting
  • Represent SIF in clusters and coordination platforms (FSC, WASH, Cash Working Group)
  • Promote integrated programming across FSL, WASH, Nutrition, and Protection

Compliance, Safeguarding & Protection

  • Ensure adherence to SIF policies (Safeguarding, PSEAH, Child Protection)
  • Apply “Do No Harm” and conflict-sensitive approaches.
  • Maintain high standards of accountability and ethics.

Experiences and Qualifications

  • Bachelor’s degree in a relevant field (Master’s preferred)
  • Minimum 5 years’ experience in program management with INGOs in Somalia
  • Strong technical expertise in FSL and WASH
  • Proven experience in proposal development and donor engagement
  • Experience working with humanitarian clusters
  • Strong leadership, coordination, and analytical skills
  • Fluency in English required; Somali and/or Kiswahili is an asset
