Job Description

Organizational Context and Scope

Under the direct supervision and overall supervision of the Information Technology Officer, the incumbent will be responsible for implementing the activities related to information management and systems’ development required by IOM Somalia Misson. The incumbent will also provide support in the administration, maintenance, and troubleshooting of all IOM application

Responsibilities
Responsibilities and Accountabilities

Define user requirements, analyze business processes, create prototypes to confirm requirements, design, code, test, and deploy .NET, PHP and power Platform applications.
Manage, maintain, optimize the performance, document, and support both existing and new .NET,PHP and Power Platform applications.
Train users to ensure productive use of the applications.
Responsible for the configuration, administration, monitoring, maintenance, and security of applications and databases.
Create, manage, and maintain database objects to be used for applications and reports.
Implement software development SOPs establishing source control, backup, recovery, and issue tracking using IOM standard tools.
Respond promptly within accepted timeframes to application’s user support and enhancement requests ensuring continued operation of the said applications.
Timely report needs and progress on issues in his/her area of responsibility.
Supports the confidentiality and integrity of all IOM related information by following control procedures in ICT standards of conduct and data protection rules.
Maintain and ensure confidentiality of data in accordance with IOM Data protection rules and principles as guided by the IOM standards of conduct; and
Perform other duties as required.

Experiences and Qualifications

Education

  • University degree in Computer Science or a related area with four (4) years of relevant professional experience, or
  • High School diploma with six (6) years of relevant professional experience

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • A minimum of four years of increasing responsibilities in .PHP and NET software development (particularly on C#, ASP.NET) with SQL Databases and a minimum of two years of experience in developing web-based database applications and thin-client Web-based applications.
  • A minimum four years of experience with power platform, demontrating extensive skills in power Apps, power Automate and Power BI
  • Experience working with specialized international agencies (UN Agencies, International Organisations, and International NGOs) and in complex operations, including conflict and post-conflict situations preferred.

Skills

  • Knowledge on software development, particularly the use of C# and .Net Framework
  • knowledge in developing applications PHP, HTML, CSS and Javascript
  • Knowledge of building custom application using Microsoft power Platform
  • Knowledge of Microsoft SQL Server 2008 or higher, SQL Reports Server, and experience in using SSMS.

Languages

  • For all applicants, fluency in English is required (oral and written).

IOM’s official languages are English, French and Spanish.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
