Job Description

Job Title: Senior Field Coordinator, Irish Aid funded PWiMT Programme

Reports to: Resilience Programme Manager

Liaises with: The Senior Field Coordinator will report to the Resilience Programme Manager and Liaises with the Resilience Programme Coordinator, and Senior Technical Specialists-Economic Inclusion and Senior Technical Specialist NRM & Agriculture.

Job Location: The position will be based in Concern’s Mogadishu office, but with frequent travel and considerable time for technical support to Concern Local Partner and spend 60% of time in the field.

Contract Details: 1 year & renewable

Job Purpose:

In direct coordination with the Programme Manager, the Senior Field Coordinator will be primarily responsible for the leadership, management, coordination, and successful implementation of the Preventing Wasting in Mandera Triangle (PWiMT) programme in Gedo. The Senior Field Coordinator will be responsible for providing direct technical support to the Implementing Local Partner organization to ensure that the programme activities are accomplished in accordance with established priorities, strategies, timelines and budgets, and that all reports and information required are produced on time and to a high quality standard. The incumbent will represent Concern at relevant coordination fora in Gedo along with the PC or in the absence of the PC.

Main duties &  Responsibilities:

Programme Management:

  • Responsible for planning, managing and monitoring the PWiMT programme with the Partner Organisation in Gedo.
  • Develop and keep detailed activity plan and ensure that project activities are commenced in a timely fashion and implemented to a high standard, in compliance with Concern standards, policies and donor guidelines.
  • Support the documentation of successful stories, best practices and lessons learnt that could be used for experience sharing and lobby.
  • Support to Partner Organisations in the preparation and timely submission of monthly, quarterly, and annual reports including both narrative and financial reports.
  • Keep the Programme Manager informed on all field program activities, progress and challenges.
  • In conjunction with the Partner organisation, develop a project and operational work plan and reporting schedule, updating the plan on a monthly basis or as required.
  • Support Partner Organisation to ensure active community participation in project activities and continuous flow (two-way) of information between the Partner Organisation and target communities/beneficiaries.
  • Ensure appropriate visibility per, donor and internal guidelines and requirements.

M&E, Learning and Accountability:

  • Support Partner organisation as well as Concern Worldwide’s Resilience team to collect required information and case studies about project activities, progress, challenges and the impact activities have on the lives of beneficiaries.
  • Carry out or participate in rigorous monitoring of field activities against the project’s activity plan. Provide written reports on all field visits carried out.
  • In consultation with Concern’s M&E unit and Programme Manager, support Partner organisation to conduct needs assessments, baseline/annual/end line surveys
  • With support from the M&E unit, support the Partner organisation to set up and manage a functional complaints and response mechanism (CRM) within their field operations.
  • Frequently travel to field areas to monitor staff performance and achievements against work plan and provide on-the-job feedback and instigate corrective measures to ensure the optimal productivity and efficiency of staff.
  • Foster a stable and participatory working environment by promoting experience sharing and lessons learnt.
  • Provide support to research initiatives carried out under the programme

Partner Support and Capacity Building:

  • Assist the Partner Organisation to comply with donor requirements and Concern Worldwide standards as stipulated in the Partnership Agreement.
  • Support the Partnership Advisor to undertake capacity needs assessment and to facilitate training required to build the capacity of the Partner staff.
  • Assist the Partner Organisation to monitor actual budget expenditure against planned and, together with the Programme Manager advise on necessary actions where applicable.
  • In collaboration with other Concern staff, support partner organisation in the development and implementation of crosscutting Gender mainstreaming plan

External and internal relationships and coordination

  • Actively participate in relevant programme coordination meetings.
  • Provide timely and relevant information to Programme Manager to help ensure good collaboration and working relationship with government and other relevant partners.
  • Represent Concern at relevant coordination meetings at field level, and in Nairobi when requested by the Programme Manager and/or Coordinator.
  • Ensure networking and coordination with local government authorities, other NGOs and UN at field level.
  • Support cross-border interactions and coordination at field level with counterparts in Kenya and Ethiopia as required
  • Collect information on the humanitarian situation in target regions and provide these updates to the Programme Manager on a regular basis.

General and other duties:

  • Contribute to emergencies response action when requested to do by the Programme Manager.
  • Provide surge-assistance for training, data collection or PWiMT programme implementation as requested.
  • Assist design and ensure application of donor and Concern visibility compliance to guideline and standards
  • Be aware of Concern’s security procedures and guidelines in place, abide by them, ensure other staff are aware of, and follow them.
  • Ensure the application of Concern policies & procedures, Program Participants Protection Policy, Code of Conduct and HAP benchmarks and assist in their proper applications.
  • Ensure that all partner relationships are managed effectively, in line with Concern Somalia’s Partnership Policy.
  • Work in an interactive and coordinated manner with the other Concern staff, identify, and encourage synergies within and across programmes to achieve an integrated approach that supports the overall country strategy.
  • Any other ad hoc duties as may be assigned by the Programme Manager that is consistent with the nature of Concern’s work.

Confidentiality

  • Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties.

Accountability and Safeguarding

  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS): 
  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E); 
  • work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed; 
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities.

Concern Code of Conduct and Associated Policies

  • Ensure adherence to the Concern Code of Conduct and Associated Policies
  • Ensure finance staff understanding and adhere to the Concern Code of Conduct and Associated Policies
  • Ensure the Core Humanitarian Standards (CHS) are understood by finance staff.

Experiences and Qualifications

QUALIFICATION AND EXPERIENCE:

Essentials:

  • Bachelor of Arts/Science Degree in development or related technical sector. Master degree is desirable.
  • Minimum 5 years of experience working in development or humanitarian programmes.
  • Experience of working with and through partners, in a support role.
  • Experience of using participatory methodology including participatory assessment, participatory monitoring tools and community-based approaches.
  • Strong analytical skills and fluent writing skills
  • Ability to work both as part of team and independently with minimal supervision.
  • Ability to be flexible, adaptive, and responsive to a continuously changing environment.
  • Already worked in complex crisis areas, difficult rural locations, able to work and deliver under stress
  • Financial management and monitoring skills
  • Experience working with Government and coordinator with other stakeholders
  • Excellent written and spoken English and Somali language.
  • Strong computer skills at least on word, excel, outlook, power point, internet etc.
  • Exhibits highly critical analytical thought processes and creativity in problem solving.
  • Very high attention to detail and presentation
  • Must be well organized and have the ability to work independently.  

Desirable:

  • Understanding and experience of the Humanitarian Accountability Partnership.
  • Understanding and experience of mainstreaming issues of gender equity, ethnicity, HIV, and AIDS into project planning and implementation.
  • Proven influencing and negotiating skills with internal and external audiences, experience working in partnership with Governments would be an advantage.
  • Ability to train local staff and to motivate and develop skills of others.
