Job Description:

Role and Responsibilities:

  • The Scope Registrar will be responsible for conducting Biometric Beneficiaries Registrations in Hobyo and Galkayo districts of Galmudug state of Somalia.
  • Conduct beneficiary mobilization in all target villages/IDPs.
  • Demonstrate a strong commitment to being accountable to beneficiaries and children as it is a key to the WVI commitment to beneficiaries.
  • Assist in the management and maintenance of SCOPE registration equipment including cards, computers, phones and Mpos.
  • Participate in the registration and full household data collection.
  • Conduct manual registration of the beneficiaries and ensure that correct and complete information is captured.
  • Undertake registration of all beneficiaries with their alternate family members in SCOPE using a biometric registration system.
  • Validate beneficiary’s data in SCOPE i.e., updating of records for those already registered to ensure their household information is up to date.
  • Sensitize beneficiaries on the cash value/IK entitlement to be received on a monthly basis, duration, and how/where the cash assistance/IK will be received/ redeemed.
  • Provide reports and feedback on beneficiary management including identified gaps, and challenges during beneficiary registration.
  • Collate data, contribute to the preparation of reports on SCOPE-related issues, and provide information for better decision-making by stakeholders including selection process and requirements.
  • Disseminate project visibilities, establish appropriate and accessible Complaint & Responses Mechanisms in the target sites, and introduce beneficiaries to address their concerns to the WVI/WFP CRMs.
  • Prepare and submit monthly reports and regular/activity/site visit reports.
  • Perform other functions as requested by the immediate supervisor.

Experiences and Qualifications

  • Degree/Diploma in Community Development, IT, Agriculture, Business Administration, public Health and Nutrition or related field
  • Technical training qualifications in Nutrition/ Community Development /Public Health desired.
  • Have technical skills in SCOPE process; registration, top ups and e-voucher transfer management.
  • Minim 4 years of experience in Food Security & Livelihoods or related field.
  • Knowledge of WFP Food and Cash Programs is must.
  • Excellent organizational, negotiation skills and strong interpersonal skills.
  • Fluency in both English and Somali language is must.
  • Ability to engage with local communities, partners and government authorities
  • Computer Literacy.
  • Applicants must be from the locality

Working Environment:

The positions are field-based and the following are the location where the staff will be based:

 2 Position will be based Ceeldibir, 2 will be based in Wisil, 2 will be based in Galinsor while the other 6 position will be based Galkayo.
