Request for Proposal No. RFP-SOM-HGA-2026-004
CONSULTANCY TO CONDUCT GENDER EQUALITY AND WOMEN ECONOMIC EMPOWERMENT BASELINE ASSESSMENT FOR THE WATER FOR RESILIENCE (W4R) PROGRAMME.
Tender Description:
Founded in 1956, the Danish Refugee Council (DRC) is Denmark’s largest, and a leading international NGO - one of the few with a specific expertise in forced displacement. In 40 countries 9,000 employees protect, advocate and build sustainable futures for refugees and other displacements affected people and communities.
DRC is implementing the Water for Resilience (W4R) Programme in Somalia and Somaliland. The programme aims to improve sustainable, climate-resilient access to safe, reliable, and affordable water services for vulnerable rural and peri-urban agro-pastoralist communities through a combination of improved water service delivery, market systems development, private-sector engagement, investment, and strengthened water governance.
The programme is being implemented across two target corridors: Afmadow, and Togwajaale and works with households, water service providers, community water management structures, operation and maintenance actors, solar suppliers, financial institutions, investors, and local authorities.
DRC intends to engage a qualified consulting firm or consultant team to conduct an in-depth Gender Equality and Women’s Economic Empowerment baseline assessment across the W4R target corridors. The assessment will examine how socio-economic, market, institutional, financial, and governance factors influence women’s participation, decision-making, economic opportunities, and benefits within water systems. It will also identify systemic barriers, risks, incentives, and opportunities affecting women’s economic empowerment, leadership, access to finance, enterprise development, and participation in water governance.
DRC hereby invites interested, eligible, and qualified consulting firms with demonstrated experience to apply.
Interested and qualified consulting firms should submit their technical proposal, financial proposal, and all required supporting documents as specified in the RFP document on or before 14th October 2026 at 11:59 PM E.A.T through email application ONLY, via tender.som@drc.ngo.
