This request for expression of interest follows the General Procurement Notice for this project that appeared in the UNDB online on 1 July 2024 and African Development Bank (AfDB) website on 2 July 2024.
The Government of Somaliland has received financing from the African Development Fund (ADF) towards the cost of Multinational Project- Somaliland/Djibouti- Nagad -Loyada/Lowyaddo- Borama Road Phase 1 Upgrading Project and intends to apply part of proceeds of the grant to make eligible payments under a contract for Consultancy Services for Road Safety Audit and Road Safety Awareness and Sensitization Campaigns of Lowyadayyo-Zeila Road Upgrading Project.
The services will include: (i) conducting audits to ensure safety features align with the road’s functional classification and design; (ii) identifying and analysing safety hazards in the road environment and recommending mitigation measures; (iii) inspecting the site under various conditions including daylight, nighttime, adverse weather, and peak/off-peak traffic; (iv) assessing the progress of the audit process during implementation and providing recommendations for improvement; (v) reviewing the incorporation of previous audit findings into the detailed design and ensuring additional proposals are implemented during construction, with consideration for all road users including pedestrians and cyclists; (vi) carrying out regular safety audits of work zones and temporary traffic management during construction; (vii) conducting pre-opening audits to identify any remaining safety concerns before the road is opened to users; (viii) performing post-opening audits to evaluate how motorized and nonmotorized traffic interact with the improved facility and to identify emerging safety issues; and (ix) designing and implementing comprehensive road safety awareness and sensitization campaigns targeting drivers, pedestrians, cyclists, and other stakeholders to promote safe practices and adherence to traffic regulations.
The duration of the assignment is twenty-seven (27) months consisting of 15 months construction period and 12 months Defects Notification Period (DNP).
The Somaliland Roads Development Agency (RDA), being the implementing agency of the project now invites eligible consulting firms to indicate their interest in providing these services. Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, evidence from Clients of similar assignments undertaken, etc.). Consultants may constitute joint ventures or associate to enhance their chances of qualification.
The consultant’s qualification and experience to enable shortlisting shall compromise: a) At least 8 years of experience in the field of Engineering, Road Safety Audits as well as in raising awareness and enhancing knowledge in road safety practices. b) Demonstrated specific experience in successfully completing a minimum of five (5) similar assignments involving both Road Safety Audits and Road Safety Awareness and Sensitization Campaigns within the last eight (8) years. c) Demonstrated experience in similar assignments in Sub-Saharan Africa. d) The firm must demonstrate as having the requisite technical and managerial capacity to undertake the assignment. Specific Key Experts will however not be evaluated at the shortlisting stage however, the consultants demonstrated availability an array of appropriate skilled personnel for the assignment.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org. Recipients are under no obligation to shortlist any consultant who expresses interest.
