The Ministry of Information and Communications Technology (MICT) in the Government of
Somaliland is the implementing agency of the Regional Digital Integration Project (EA-RDIP) in
Somaliland for the purpose to address connectivity needs for countries in the Horn of Africa region.
The proposed program aims to advance the regional integration of digital markets in Eastern Africa
through supporting cross-border connectivity, harmonization of data and e-commerce regulations
and policies, and removal of trade barriers, with the vision of establishing a Single Digital Market
(SDM).
The project has four components, as briefly described below:

• Component 1: Connectivity Market Development and Integration. This component will
provide support to develop terrestrial cross-border connectivity and expand backbone and
last-mile connectivity to rural and remote communities.
• Component 2: Data Market Development and Integration. This component will provide
support to the integration and development of the data market, to enable secure exchange,
storage and processing of data across borders, including strengthening the environment for
cybersecurity.
• Component 3: Online Market Development and integration. This component will provide
support to the integration and development of the online market, through targeted support
for e-service enablers and digital skills.
• Component 4:. Project Management and implementation. This component will provide
technical assistance and capacity support for project preparation and implementation.
MICT is seeking to use a portion of the EARDIP to finance the recruitment of the Technical
Advisor for the Development of Postal and Last mile Sector Strategy to develop Postal and last
mile sector strategy.
Responsibility
§ To provide a clear vision and direction for modernization of the postal and last mile sector
in Somaliland
§ To ensure that the postal and last mile sector is efficient, cost-effective, and able to meet
the changing needs of customers in a rapidly evolving digital world
§ To promote universal access to postal services, particularly in rural and remote areas, and
to ensure that postal services are affordable and of high quality.
§ To promote competition and a level playing field for postal operators, while also ensuring
that the public interest is protected.
§ To ensure that the postal sector operates in a financially sustainable manner and contributes
to the overall economic development of Somaliland.
§ To promote environmental sustainability and reduce the environmental impact of postal
operations.
§ To ensure that the postal sector is regulated effectively and that postal operators comply
with relevant regulations and standards.

Experiences and Qualifications

§ Academic Qualifications: A relevant advanced academic qualification (minimum Master’s
degree) in fields such as ICT, telecommunications, postal services, logistics, public policy,
economics, or related disciplines.
§ A minimum of twenty (20) years’ experience working in the postal sector including at least
ten (10) years’ experience working in a developmental capacity
§ Demonstrated experience in at least five (5) similar assignments in the postal and last mile
sector in the fields of policy, strategy, regulations and/or licensing
§ Demonstrated experience working in at least five (5) projects related to World Bank,
United Nations or other international development agencies
§ Demonstrated experience working in at least three (3) projects in a Least Developed
Country context
Reporting Requirements:
The Consultant will report directly to the Project Coordinator of the EA-RDIP and will work
closely with the MICT’s Postal Department. The Consultant will provide progress reports monthly,
including an overview of the work completed, upcoming activities, and any challenges
encountered. Regular meetings will be scheduled with the MICT’s Postal Department and
stakeholders to ensure alignment with MICT’s expectations and project objectives.
Duration of the Assignment:
The Consultant will be contracted for (12) months
The MICT now invites eligible individual Consultants to indicate their inters in providing the
above-mentioned service. Interested Consultants must prove the following (i) Curriculum Vitae
(CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii)
Request for Expression of Interest (REOI) indicating that you are qualified to perform the
services.

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects
Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November
2017, August 2018, November 2020 and September 2023, February 2025 (Version 6)
(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The Consultant(s) will be selected in accordance with the World Bank’s Procurement Regulations
for IPF Borrowers, dated July 2016 and revised September 2023 (Fifth Edition) which can be found
at the following website: www.worldbank.org/procurement.
