DESCRIPTION OF REQUIREMENTS
UNSOS is seeking qualified logistics and transportation companies with international and national networks
to provide services for Air Movement of cargo that include, but are not limited to, food rations, UN-owned
equipment, national contingent equipment/materials, African Union equipment/material, to support UNSOS
clients’ operational requirements.
Contractors will also be required to provide airport handling Services, Material Handling Equipment (MHE),
associated labour, warehousing, temporary bonded facilities, customs clearance, in close liaison with
various Government authorities to support the movement of cargo both by air and inland.
UNSOS intends to enter a three-year (3) contract with an option to extend for another 1 + 1 year at the sole
discretion of the UN, extension of UNSOS’s mandate and satisfactory performance of the vendor.
The Contractor shall provide door-to-door transportation of United Nations Owned Equipment (UNOE) and
Contingent Owned Equipment (COE) from point-of-origin to different destinations. This sometimes shall
require multimodal transport.The Contractor must have appropriate Material Handling Equipment (“MHE”)
with appropriately qualified personnel, to handle such cargo at the various locations.
Related Services include; Transportation and Transshipment/Transit arrangements,Ground
Handling,Warehousing,Local Storage,Packaging and Labeling, Cargo tracking and Tracing Material
Handling Equipment (MHE) and Complete Customs clearance solutions for all Ports of Entry/Exit and crossborder movement of cargo for which the Contractor is responsible along the identified routes and through
the identified points of entry/exit.
The List of Operational locations include; Somalia (Afgooye,Baidoa,Barawe,Baledogle,Beletweyne,Bio
Cadale,Bulo Burto,Cadado,Cadale,Dhobley,Dhusamareb,Garowe,Garbaharey,Hargeisa,Hero
Drogo,Jowhar,Kismayo,Mogadishu,Marka,Mirtugo,Qorilow & Raga Ceel) ,Kenya (Garissa, Liboi, Manda
Mombasa & Nairobi),Somaliland,Puntland,Uganda,Burundi,Djibouti,Ethipia,Nigeria,Ghana and Sierra Leone.
Bidders must note that UNSOS will obtain quotations through a secondary bidding process, which will be
implemented during the life of the contract in the form of a Request for Offer (RFO). Only those Contractors
who are qualified and awarded under the initial contract will be obligated to respond to this secondary
bidding process. The contract prices submitted during the initial bidding shall serve as maximum ceiling
prices, which shall not be exceeded in any future responses
Detailed Terms of Reference (TOR) with the technical specifications,quantities required will be
shared in the solicitation document which will be sent out to all qualified companies/vendors shortlisted for
receipt of official UNPD/GPSS solicitation.
To be awarded a contract ,a vendor must be registered at the appropriate level with the UN Secretariat
through the UNGM.
SPECIFIC REQUIREMENTS / INFORMATION (IF ANY)
The Contractor is to ensure safety and security of all cargo handled and transported on behalf of UNSOS.
The Contractor is further required to work in accordance with the accepted international best practices such
as, but not limited to IATA Dangerous Goods Regulations, ICAO Technical Instructions, and any other
relevant regulations in relation to air movement. It is desirable that bidder’s key personnel possess a valid
Dangerous Goods license.
