How To Apply

1. Interested eligible Bidders may obtain further information from Procurement@mof.gov.so
   and inspect the bidding document during office hours 08:00 AM to 16:00 PM hours at the
   address given below:

2. Bids must be delivered to the address below on or before 30th September, 2025 (11:00 AM
   Mogadishu Time). Bids received after the deadline will not be accepted for any reason.
   Bidders who are concerned about arriving on-time the morning of the bid submission
   deadline are advised to submit their bid early – it may be submitted at any time up until the

deadline specified above. Electronic Bidding will not be permitted. Bids will be publicly
opened in the presence of the Bidders’ designated representatives and anyone who chooses to
attend at the address below:

5. Candidates must prove that they qualify to participate in public procurement by providing
the following documentation which shall comprise the candidate’s bid.

1. Completed Letter of Bid
2. Completed Bid Information Form
3. Completed Price Schedule
4. Completed Bid-Securing Declaration
5. Documentary evidence, as further described in ITB 11.1, demonstrating legal status and ability to operate in Somalia, such as a valid Certificate of Company Registration issued by Ministry of Commerce and Industry of Federal Government of Somalia.
6. Audited Financial Statements for the last 2 years demonstrating of annual turnover of a minimum $USD 540.000.00 (financial capacity). In the event that audited financial
   statements have not been prepared by the bidder, the bidder must indicate, in their letter of bid, their annual turnover for each of the last two years and that they do not prepare annual
   financial statements. In addition, all bidders shall submit bank statements covering the 24 months to evidence turnover prior to bid submission date.
7. A declaration of certificate that the bidder has fulfilled the obligation to pay tax - a valid Tax Clearance Certificate (TCC) with TIN issued by Ministry of Finance FGS (Q3 2025 must be attached) (Applicable to local suppliers in Somalia).
8. Documentary evidence demonstrating at least 36 months of experience in food supply during the past seven years. In addition, previous work experience in Somalia, Horn of Africa region and conflict/post-conflict countries should also be evidenced in the form of contract/contracts
9. Documentary evidence of the current shareholders and shareholder ownership percentages of the Bidder and any JV Members submitting a bid.
