1. The Government of Somaliland has received a grant from the World Bank toward the cost of the Food Systems Resilience Project in Somaliland and intends to apply part of the proceeds toward payments under the contract for Procurement of Sixteen (16) Agricultural Tractors with Attachments, One (1) Front-End Loader with Attachments, and Two (2) Four-Wheel Drive (4WD) Vehicles.. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments the contract provides to be made through a letter of credit.
2. The Ministry of Agricultural Development now invites sealed bids from eligible bidders for the Procurement of Sixteen (16) Agricultural Tractors with Attachments, One (1) Front-End Loader with Attachments, and Two (2) Four-Wheel Drive (4WD) Vehicles. (refer Section VII - Schedule of Requirements for complete list of equipment/ items). The place of delivery is Hargeisa, Somaliland and the period of delivery is within 90 days from the date of the contract signing.
3. The procurement will be carried out through National Competitive Bidding, using a Request for Bids (RFB) process, in accordance with the World Bank's "Procurement Regulations for IPF Borrowers," dated July 2016 and revised in November 2017, September 2018, November 2020, and September 2023. This process is open to all eligible bidders, as defined in the Procurement Regulations. In addition, please refer to paragraph 3.14, which outlines the World Bank's policy on conflict of interest.
