NIS is looking for qualified contractors to undertake supply, delivery and
install/commission solar energy systems in all states of Somalia. All interested Energy
contractors/suppliers are requested to submit their applications together with below
listed support documentations and other requirements for consideration:

1. Licences/Registrations: The company should submit the following registrations/
   Licenses.
   ✓ Valid registration or operating license permits from the Ministry of Commerce
   and Industry of the Federal Government of Somalia, and at least one federal member
   state on energy related fields/works.
   ✓ Tax compliance certificate: Submit evidence of valid State tax compliance
   certificate FGS or FMS (Q4-2025 or Q1-2026).
   ✓ Statement of ownership: The company shall submit a signed public notary
   document stating the ownership of the company (Full Names, positions, contact details,
   and shares)
   Note1: All registrations will be shared with the relevant authorities for clearance.
   Those who fail to submit a valid/genuine registration will not be concorded in the next
   stage of analysis.
2. Similar or relevant experience: The company should fill in the below table for previous
   3 main completed contracts on supply, delivery and installation of solar PV systems of
   any of the following categories:
   • Minigrid PV solution of above 100kWp PV capacity.
   • Hybrid PV solution with battery storage of above 50kWp PV solution.
   • Solar powered water pumping solution for a capacity of 20kWp PV capacity.
   The contracts should have monetary value worth each of USD 50,000 and above
   with UN, INGOs and government. The company should present relevant contracts
   implemented for the last (7) years. Contracts with value below $50,000 will not be
   considered in the evaluation. Kindly take strict note of the following:
   • Attach 3 respective contracts with their BoQs and list in Annex A – Similar
   experience table.
   • Bidders who do not fill in Annex A – Similar experience table will not be
   evaluated.
   • NIS shall conduct pre-bid session on 2nd April 2026 at 11:00 AM Mogadishu

Note2: Fake contracts will lead automatic disqualification as NIS will do reference
checking with the implementing agencies.
3. Human resources: Possess necessary resources, and ability to mobilize such a
resource at short notice to undertake project works (Please attach CVs of all relevant
personnel (Electrical Engineers (2), Electricians (3), and Project Technical Manager
(1)).
4. Company Finances: presents a dully signed statement/declaration confirming that
the company is financially in good position and able to pre-finance project works as
this is necessary.
