  1. ABOUT NAFIS NETWORK

NAFIS NETWORK against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental, and humanitarian network established in November 2006 in Hargeisa, Somaliland by several local NGOs. NAFIS is committed to eradicating FGM/C through coordination, networking, policy framework, research documentation, capacity building, and media awareness. Currently, NAFIS has 20 member organizations operating in all regions of Somaliland.

  1. ABOUT THE POSITION

 

NAFIS Network partnership Plan international in Somaliland, will implement project proposed interventions to strengthen the ecosystem to address GBV. Central to achieving this goal is the project’s activist/women-led approach, which includes three parallel tracks to achieve project outcomes: (1) a WLO co-created grant-making mechanism, (2) ongoing WLO institutional and technical capacity development, and (3) direct implementation of select activities by NAFIS Network and Plan with the goal to hand over to WVLOs. The project will strengthen a sustainable ecosystem for GBV prevention and response through financial and organizational support to core WLOs, forming the ‘WRO Collective’, and grant-making to other WLOs and likeminded local partners working in the area of prevention (e.g. organizations of people with disabilities (OPDs), internally displaced organizations (IDPLOs) and youth/girl-led organizations (Y/GLOs).

 

  1. KEY RESPONSIBILITIES

The WLO Engagement Officer will work under the direct supervision of the Programme Manager and report directly to the Programme Manager.

  1. Partnership & Coordination with WLOs
    • Serve as the primary liaison between NAFIS Network, Plan International, and Women-Led Organizations (WLOs), ensuring strong collaboration and engagement.
    • Facilitate meaningful participation of WLOs in GBV prevention and response interventions, ensuring their leadership and ownership in project activities.
    • Support the establishment and coordination of the WRO Collective, fostering peer learning and collaboration among WLOs.
    • Coordinate with key stakeholders, including government agencies, CSOs, and humanitarian actors, to strengthen WLOs' role in GBV response and advocacy.
  1. Capacity Strengthening & Technical Support
  • Provide institutional and technical capacity-building support to WLOs, strengthening their ability to implement GBV prevention and response initiatives.
  • Organize and facilitate training, mentorship programs, and peer-to-peer learning for WLOs on topics such as survivor-centered approaches, advocacy, case management, and community mobilization.
  • Guide WLOs in integrating GBV best practices, gender-transformative approaches, and intersectional perspectives in their programming.
  • Work closely with WLOs to enhance their organizational structures, financial management, and leadership skills to improve sustainability.
  1. Grant Management & Financial Oversight
  • Support the co-created grant-making mechanism by ensuring WLOs receive and utilize funds transparently and effectively.
  • Assist WLOs in developing financial planning, and donor compliance.
  • Monitor financial expenditures of partner WLOs and support financial reporting to ensure adherence to donor guidelines.
  1. Monitoring, Evaluation, and Learning (MEAL)
  • Track the progress and impact of WLO-led interventions, ensuring alignment with project goals.
  • Conduct regular field visits to WLOs, assess challenges, and provide solutions for improvement.
  • Document success stories, lessons learned, and best practices from WLO engagements to inform future programming and advocacy efforts.
  • Contribute to internal and external evaluations related to WLO engagement and impact.
  1.  Advocacy & Sustainability
  • Support WLOs in developing and implementing advocacy strategies for policy changes and improved service delivery for GBV survivors.
  • Strengthen the role of WLOs in local and national policy dialogues on gender equality and GBV.
  • Ensure that WLOs are actively involved in decision-making spaces and have increased visibility in humanitarian and development coordination mechanisms.
  • Contribute to transition planning to enable WLOs to sustain and scale up GBV prevention and response efforts beyond the project lifespan.
  1. Reporting & Documentation
  • Prepare and submit high-quality reports on project activities, challenges, and outcomes to NAFIS Network and the partner.
  • Maintain accurate and up-to-date project records, including beneficiary data, training reports, and financial expenditures.
  • Develop case studies, impact stories, and advocacy materials showcasing project achievements and community impact.
  1. Sustainability & Transition Planning
    • Support the transition of activities to Women’s Volunteer-led Organizations (WVLOs) and ensure the long-term sustainability of project impacts.
    • Develop exit strategies and capacity-strengthening plans to ensure that community-based structures can continue GBV prevention efforts beyond the project lifespan.
    • Contribute to fundraising efforts and proposal development to sustain and expand project initiatives.

Experiences and Qualifications

  1. Education
  • Bachelor’s degree in Social Sciences, Gender Studies, Development Studies, Public Health, Human Rights, or a related field. A Master’s degree in a relevant field is an advantage.
  • Additional training in Gender-Based Violence (GBV), Human Rights, or Community Developmentis desirable.
  1. Experience
  • At least 3-5 yearsof experience in project implementation, particularly in GBV prevention and response, gender equality, or humanitarian programming.
  • Experience working with Women’s Rights Organizations (WROs), Women’s Leadership Organizations (WLOs), and community-based organizations.
  • Strong background in capacity-building, advocacy, and stakeholder engagementwith local partners and government institutions.
  • Prior experience implementing community-based approachesto addressing GBV, including awareness campaigns, survivor-centered programming, and policy advocacy.
  • Familiarity with grant management, donor compliance, and financial monitoringis an asset.
  1. Technical skills
  • Strong project coordination and implementationskills, with the ability to manage multiple activities and stakeholders.
  • Excellent knowledge of GBV prevention strategies, protection principles, and survivor-centered approaches.
  • Strong facilitation and training skills, particularly in capacity-building for local organizations and community leaders.
  • Excellent communication skills, including report writing, documentation, and public speaking.
