Summary

CARE is currently implementing the Anticipatory Action & Climate Resilience along Transhumance Corridors in Somalia (AART) in South-West, Somalia. CARE is seeking to procure the services of an external consultant to undertake documentation of learning products and production of mini documentaries on the sustainable food production and community resilience.

CARE is a humanitarian non-governmental organization committed to working with poor women, men, boys, girls, communities, and institutions to have a significant impact on the underlying causes of poverty. CARE seeks to contribute to economic and social transformation, unleashing the power of the most vulnerable women and girls.  CARE has been providing emergency relief and lifesaving assistance to the Somali people since 1981. CARE is implementing three mutually supportive programs and are designed along the humanitarian-development nexus: Education and Gender Equality: Builds the capacity of government institutions to provide gender responsive education services while building adolescents and young people’s life skills. It strengthens the capacity of feminist organizations and Savings Groups Networks and supports their collective advocacy. Climate Justice and Food, Water, and Nutrition: Contributes to increased food security and an improved nutritional status of vulnerable populations through promoting gender-responsive, climate-smart and sustainable crop and livestock production, diversifying livelihoods, linking pastoralists and smallholder farmers with financial services and markets, promoting WASH and nutrition, and strengthening early warning systems and family and community contingency planning. Humanitarian Assistance: Provide a wide range of humanitarian services covering food security and economic recovery as well as education, health, nutrition, WASH, and protection in emergencies, ensuring investments into recovery. We will continue to contribute to humanitarian coordination and promote gender-responsive emergency assistance with the help of Rapid Gender Assessments and the promotion of women’s leadership in response.

      I.         Project overview

The Anticipatory Action and Climate Resilience along Transhumance Corridors in Somalia (AART) project is designed to strengthen the resilience of pastoralist and agro-pastoralist communities in conflict-affected dry-land areas of Southwest State, Somalia. It is implemented in a consortium consisting of CARE, World Vision, WARDI and Shaqadoon.  

The AART project takes point of departure in the fact that disruptions to pastoralist mobility and seasonal livestock migration—driven by climate change, conflict, and poor infrastructure—pose major risks to resilience, food security, and peace in Somalia. In response, AART is pioneering a ‘corridor approach’ to climate resilience, aiming to restore and strengthen traditional transhumance systems and enable safe, predictable livestock movement. The project supports key enablers of mobility—including water access, pasture availability, veterinary services, markets, and early warning—and introduces Somalia’s first digital platforms designed specifically for mobile populations. The corridor approach also promotes inclusive governance and coordinated investment along mapped livestock corridors, bridging humanitarian and development efforts in fragile settings.

 

Employing its’ 'corridor approach,' the AART project applies a two-fold strategy. Firstly, it focuses on rehabilitating and restoring crucial infrastructure along the corridors, such as water stations, pasture zones, and fodder banks. This approach aims to revive the disrupted seasonal movements within the livestock corridors, supplemented by direct support to the farming communities in these areas. Secondly, the project aims to establish an effective early warning system specifically designed to cater to the needs of pastoralists, enabling them to make informed decisions about their movement.

Project objective

The primary goal of the AART project is to enhance protection and reduce the humanitarian impacts of climate change while promoting resilience and social coherence among vulnerable groups, such as displaced populations and host communities. This includes efforts to prevent further displacement due to climate change.

Project outcomes 

Experiences and Qualifications

The consultancy team should comprise the following:

1.      Technical lead: having advanced degrees in a relevant field (e.g. Livestock, agriculture/pastoral, NRM, and social science etc.) with at least 10 years of proven experience in the field of resilience, NRM, DRM, and or Agriculture. The consultant must possess strong analytical and synthesis skills to deeply understand project context, approaches and impacts, and translate this into concise and accessible learning products.

Condition number 1: Please remember that minimum one of the lead consultants should have extensive knowledge, and proven experience of NRM, DRM, Resilience, pastoralism, livestock, and/or agriculture, and failing to meet this will automatically disqualify the service provider whether it is company or individual consultants)

 Videographer/photographer: with a minimum of 10 years of experience in producing high-quality communication and learning documentation, including cases studies, and documentary films and photos. Demonstrated expertise in visual storytelling, film production, and post-production (video editing, subtitling etc.). Ability to capture compelling footage and photographs to effectively convey project impacts and experience. Experience working in remote, low-resource, or humanitarian settings will be an advantage.
