CALL FOR PREQUALIFICATIONS OF CONTRACTORS FOR THE CONSTRUCTION OF
GRAVEL ROAD IN WADAAMAGOYE TO QORULUGUD IN SOMALILAND

NIS is looking for qualified contractors to undertake construction of 22 km (subject to
available funding) gravel road starting from Wadamagoye to Muraayada village towards
Qorulugud in Somaliland.
All interested construction contractors are requested to submit their applications
together with below listed support documentations and other specific requirements for
evaluation.
1. Licences/Registrations: The company should submit the following
registrations/Licenses.
✓ Valid registration or operating license permits from Ministry of Public Works
Land and Housing of Somaliland.
✓ Valid Somaliland National Tender Board
✓ Verification/Testimony of the company performance on road construction from
the Ministry of Transport and Roads Development/Road Development Agency of
Somaliland. This is a letter provided by the Ministry of Transport and Roads
Development/Road Development Agency of Somaliland.
2. Tax compliance certificate: Submit evidence valid tax compliance certificate from
Ministry of Finance Development of Somaliland.
3. Proof/evidence of company ownership: all bidders shall submit a signed public
notary document stating the ownership of the company including names,
positions/titles, contacts details and shares owned
4. Similar or relevant experience: The company should fill in the below table for previous
3 main similar signed contracts on gravel/tarmac road construction works with
monetary value worth each of USD 600,000, for the last five (5) years.
• Contracts equal or above USD 600,000 will get full scoring marks during evaluation.
• Contracts below USD 600,000 will not be considered during evaluation.
Note: Please attach only the proof of the 3 signed contracts implemented with INGO’s, UN
Agencies and Somaliland Government.
5. Human resources: Possess necessary resources, and ability to mobilize such a resource
at short notice to undertake project works (Please attach CVs of all relevant personnel
i.e., Engineers).
6. Company Finances: presents a confirmation for pre-financing project work as this is
necessary or certified bank statements.
All interested contractors are requested to send electronically all the above support
documents/requirements to NIS Foundation latest by 7
th November 2024 before or on
11:59PM (Local time) mid-night through this email: Nis.procurement1@nisfoundation.org
prequalification documents received after deadline will not be
considered.
• Any enquiries or questions may be addressed to NIS Foundation through the
above-mentioned email.
• ANY INVALID/FORGED DOCUMENTS WILL LEAD TO AUTOMATIC
DISQUALIFICATION OFFERS WILL BE REJECTED IF ANY ILLEGAL OR CORRUPT
PRACTISES HAVE TAKEN PLACE IN CONNECTION WITH THE PREQUALIFICATION
PROCESS.
