Job Description

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences: Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across Ten countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda, Tanzania and Sudan).  NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination. 

Generic responsibilities:

The Protection officer is responsible for day to day implementation of protection activities in South and central Somalia. The following is a brief description of the role.

  1. Adhere to NRC policies, tools, handbooks and guidelines.
  2. Assist implementation of the protection portfolio according to plan of action.
  3. Implement independently case management related activities as delegated.
  4. Responsible for organizing and delivery of tasks in line with established procedures, agreed priorities, international standards, and relevant guiding principles.
  5. Provide quality and timely case management for identified general protection cases at high risk and/or extremely vulnerable, in accordance with the best-practice and international protection standards.
  6. Develop and maintain knowledge of protection, in order to be most effective in supporting the team.
  7. Prepare and develop status reports as required by management.
  8. Ensure proper filing of documents.
  9. Ensure that case management services are accessible to target beneficiaries most in need, and explore and assess new and better ways to assist.
  10. Promote and share ideas for technical improvement

Specific responsibilities 

  • Work to undertake detailed protection assessments in the field.
  • Support the data collection through the Protection and Returns Monitoring Network (PRMN)
  • Identify general protection cases at high risk and support case referrals between agencies
  • Identify cases in need of individual protection assistance, and provide services to achieve a protection outcome 
  • Accompany cases to referral locations as needed.
  • Provide information to individuals and families about their rights and entitlements, including what services are available.
  • Ensure that all data and information pertaining to beneficiaries is handled in strict confidence, and in line with applicable data protection and information sharing protocols.
  • Collect and update information on services available, and service providers and protection actors. 
  • Compile information and report on achievements. Report internally on weekly and monthly achievements; and for urgent cases, on a daily basis.
  • Any other tasks as required. 

Experiences and Qualifications

Generic professional competencies: 

  • Experience from working directly with affected/local communities within an international or local organization in a humanitarian context.
  • Previous experience from working in complex and volatile contexts.
  • At least 3 years Previous experience protection programming and conducting case management or other Protection-related activities.
  • Basic knowledge or interest in understanding of international standards, and Protection fundamental concepts and guiding principles.
  • Ability to analyze and integrate information from a wide range of sources.
  • Knowledge of IT tools (MS Office package, internet, e-mail, etc.).
  • Sufficient working knowledge of English.

Context/ Specific skills, knowledge and experience: 

  • Knowledge of the context in the geographical area of responsibility.
  • Knowledge of a local language.
