Job Title : PROJECT PHARMACY MANAGER
Work Location : BAIDOA_SOMALIA
Start date : AS SOON AS POSSIBLE
Length of contract : Fixed term (1year) 100% with 3 to 6 months’ probation period.
Main Purpose
Defining, coordinating and monitoring all pharmacy related activities in the project area including management of staff, according to MSF protocols, standards and procedures and the mission’s pharmacist and Medical Coordinator’s guidelines, in order to ensure the proper management and supply of drugs and medical devices
Accountabilities
• Participating actively in the definition and update of the annual planning and budgets of the pharmacy activities in the project.
• Supervising the functioning and organization of the project central pharmacy and other peripheral units, setting the protocols and procedures to be followed by all staff in order to ensure the quality of the service provided to the population, including pharmaco vigilance in case of need.
• Defining storage, stock management and supply processes, as well as hygiene and security procedures, tools, and protocols (controlling pests and rodents) in order to ensure good storage conditions (températures, humidity and light exposure) and the accurate handling of the products and equipment in terms of hygiene and that all hygiene and security procedures are followed in project pharmacies (cleaning, controlling pests and rodents, etc.)
• Giving support in the ordering and supply process of medicines and medical devices. Monitoring correct stock management across pharmacies within project area, to guarantee a good control and up to date data of stock levels and avoid expiries, overstocks and stockouts. Reporting on drug consumptions and medical devices dispensed according to protocols, informing on unusual patterns.
• Ensuring, in cooperation with the project logistic manager, proper maintenance of cold chain and storage conditions (e.g. humidity, temperature, light exposure, cleanliness, pest and rodents control, etc.), and that classification and organization of medicines and medical material meet MSF protocols.
• Ensuring the collection of data for monitoring and surveillance of optimal quantity & quality of medicine use. Supporting activities at service level for effective drug distribution and control, quality prescription (analyzing rational drug use), medicines reconciliation, antibiotic stewardship interventions such as restricted use antibiotic review, follow up of pharmaceutical care plans, patient counseling, good dispensing practices and safe medication practices.
• Supervising, coaching, motivating and evaluating all the pharmacy staff under his/her responsibility, in order to ensure the strict respect for working procedures and protocols. Ensuring that all pharmacy staff uses required clothes and equipment according to protocols, i.e. white coat, gloves, etc.
• To define, if needed, training opportunities for the medical staff.
• Carrying out all the reporting tasks associated to his/her field of action and responsibility, ensuring its consistency and accuracy, in order to support in the relevant decision-making and participating in monthly reports according to guidelines (SitReps, medical statistical reports, etc.)
• Planning and supervising, in close coordination with the HR department, the associated processes (, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required.
MSF Section/Context Specific Accountabilities
Somalia Mission is an intersectional mission involving MSF Holland and MSF Spain Operation sections. The tools used are both sections tools.
Key Responsibilities:The project Pharma, along with the Medical Team leader/ Project Medical Referent acts as the stock responsible for Baidoa project as well as for the Emergency Prepardness and Planning EPP stock per-positionned at field level, ensuring stock rotation to prevent experies.
Management of Pharmacy Supply and Stock
Supervise the pharmacy storing & management activities in order to keep pharmacy stock above security level and following recommended conditions (temperature, humidity, etc.). He will have as well to particpate in :
· In close collaboration with the Mission Pharma, contribute to the forecast and design of the order coming from Nairobi Pharmaceutical Warehouse.
· Ensuring that all movement are registered in the stock cards and in Isystock and that Isystock Backup is regularely up-to-date and transmit it as per schedule/need.
Responsible at field level and accountable on best practices for stock management such as sleeping stock, overstock , pre expiries. The project pharmacy manager ensure the monthly analysis and propose actions to ensure availability of the needed medications & medical supplies, as well as their rational use.
· Ensuring controlled drugs management is safe and monitored. .
· Report and manage any incidents related to quality (damaged goods, adverse reactions, suspected counterfeit products).
Rational Use of Medicines & Medical Support
· Clinical side: Discussion of different therapeutics, rational use of MSF items including antibiotics stewardship, enriching and discussing Medical Standard list, analyis prescription patterns, consumption trends or any relevant medical activity in his scope.
· Advise medical teams on treatment protocols and availability of essential medicines.
· Support the medical team in the implementation of the Medical Prescriptions Audits
Training and Capacity Building
· Provide training and technical support to the field pharmacy supervisor and storekeepers, nurses, and prescribers on rational medicine use, stock management, and pharmacovigilance.
· Develop and adapt pharmacy Standard Operating ProceduresSOPs, guidelines, and tools according to MSF standards and local needs.
· Conduct regular visits to the end-user units to provide technical support on stock management and mentorship for the medical teams on the dispensary aspects: advising on the correct and safe use of medications by providing patient counseling on how to take a drug, explaining potential side effects, and advising on what to avoid while using it.
Education
· Essential: pharmacy degree/diploma
Experience
· Two years, of demonstrated, experience as a pharmacist required.
· Experience in MSF or other NGO’s in developing countries is desirable
Language
· English language essential, Somalia language desirable.
