Job Description:

Project Manager-Nexus Accelerator Fund

 

The Role Summary:

This position has the principal responsibility of operational oversight and project management of the Nexus Accelerator Fund project in Hudur, and Luuq Districts of Somalia. The incumbent will be responsible for implementation of the project, ensuring that it is within scope, time, and budget. Furthermore, the position requires that the Project Manager provides representation to other stakeholders such as the state authorities and the Federal Government

Other key responsibilities include ensuring high-quality implementation of project activities, grant management, according to donor requirements and international accounting standards, timely and quality donor and other stakeholder reporting, and overall contribution to Child Well Being outcomes. The Project manager will be accountable for delivering all project results within the project framework, work plan, and budget. This position requires strong skills in early warning systems, anticipatory action, and disaster risk reduction.

 

Key Responsibilities:

  • Grant/Project Management
  • Plan, direct, and co-ordinate all activities ensuring program deliverables are achieved within the given timelines and guidance.
  • Coordinate and manage NAF project implementation (activities, budget, and project documentation) in line with proposals, strategies, and donor requirements align with government relevant stakeholders and line ministries.
  • Coordinate the development of CAAP and ensure community stakeholders and beneficiaries in collaboration with WV staff meeting quarterly to review progress towards CAAPs.
  • Provide timely input and contribution to the completion of annual work plans, and reports and ensure grant management compliance for projects in alignment with donor and WV regulations.
  • Ensure effective liaison with concerned local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.
  • Gather and compile NAF project reports from program officers, and prepare overall performance progress reports detailing achievements against plan and variance regularly.
  • Provide the project team with standard documents and guidance to ensure compliance with SOPs.
  • Design strategies, and create partnerships and interventions to ensure project activities and implementation strategies are following donor requirements. Ensure strong communication and coordination with all team members as a means to effectively achieve program.
  • Conduct regular capacity building of partner staff as per the capacity needs assessment 
  • Creating synergies with government partners, different stakeholders, traditional, religious, political leaders, and local community-based organizations to gather feedback, facilitate engagements on areas of growth measure progress towards objectives develop community immersion protocols, feedback, and response mechanisms for the sustainable achievement of program goal.
  • Work closely with other WVS projects funded by WFP, GAC, UNICEF, building up from already existing community structures and support systems for mainstreamed intervention.

 

  • Budget Management.
  • Manage NAF project budget within approved spending levels and ensure accurate and timely financial reports to donors
  • In conjunction with finance team, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.
  • Manage project start-ups; project close out and ensured project deliverables achieved within time, cost and scope.
  • Supports in overseeing adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations (be on top of what is happening in the sector, following up on the quality, escalate well in advance if things aren’t going well with the suppliers/contractor.
  • Work with regional finance team to ensure timely submission of variance explanation upon receipt of monthly project/sector financial report preparation and submission of accurate financial reports for the project;

 

  • Monitoring, Reporting, Documentation & Knowledge Management;
  • Ensure that the M&E team develops and conducts participatory Gender & Climate Vulnerability Assessments (GCVCA) on continuous basis to inform the development of community shocks and resilience frameworks.
  • Work closely with Technical specialists to develop Standard Operating Procedures for monitoring, reporting, documentation, and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learned, and success stories.
  • Track project deliverables using appropriate project management tools
  • Conduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support.
  • Submit timely accurate and quality reports that meet donor requirements.
  • Constantly monitor and report on the progress of the project to all stakeholders
  • Work closely with the M&E team, and donor in identifying and documenting best practices, lessons learned, and relevant human-interest stories for publication and dissemination
  • Work closely with the communications and advocacy team on providing project content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders
  • Ensure PMERL is mainstreamed in the project, data collection is continuous, and program implementation in data driven and timely manner.
  • Organize quarterly project review meetings, in coordination with the M&E team, to review progress against planning, adapt strategy, and share learning;

 

  • Donor relations and engagements
  • In coordination with regional teams, NAF represents the Project and World Vision in engagement opportunities with the donor, the State government, UN agencies, clusters, implementing and technical partners, and other relevant stakeholders.
  • Represent World Vision at field meetings with the Government and project counterparts to provide updates on program implementation.
  • Maintain open communication with sub-grantees, other INGOs, UN agencies, and other relevant external partners regarding project initiatives for enhanced coordination.

Experiences and Qualifications

  • Bachelor’s degree in a relevant field (agriculture, rural development, water engineering, business studies, social sciences, etc.) with three years of work experience.
  • At least three years of experience in project management and administration, financial management, contract management, agreement compliance, sub-award management, and tracking project performance and costs.
  • Experience in Disaster risk reduction, anticipatory action, etc
  • Experience and familiarity with supporting communities to develop CAAPss
  • Proven experience, in disaster risk reduction interventions. 
  • Fluency in English.
  • Demonstrated strong analytical, managerial, leadership, communications, and interpersonal skills.
  • Must be able to build collaborative relationships, network, and communicate with a wide range of stakeholders to facilitate and negotiate mutually satisfactory outcomes.
  •  Strong analytical skills and level of high-level technical proficiency with Microsoft Word, Excel, and PowerPoint, with the ability to use these tools to collect and analyze immunization program data.
  • Good business-oriented verbal, visual, and written communication skills.
  • Proficiency in MS Office with the use of IT facilities for information

 

Working Environment

  • Office-based either in Luuq, Jubaland State, or Hudur, South West State with domestic travel required from time to time.
