1. The Federal Government of Somalia has received financing from the African Development Fund toward the cost of the Multinational Program to Build Resilience for Food and Nutrition Security in the Horn of Africa (BREFONS Somalia) and intends to apply part of the proceeds toward payments under the contract Individual Consultant – Project Gender Specialist. The Ministry of Livestock, Forestry and Range serves as the Executing Agency of the project while Save the Children International fulfils the role of the project’s Implementing Agency. The Ministry of Finance (MOF) through its existing Projects Coordination Unit (PCU) is responsible to support the implementation of the project financial management and procurement obligations in line with AfDB rules and procedures.
2. To support the effective implementation of the Project's gender mainstreaming and social inclusion agenda, the Client intends to recruit an Individual Consultant – Project Gender Specialist to provide technical support to the Project Coordination Unit and relevant stakeholders.
3. Scope of the assignment: The Consultant will provide technical support to the Ministry of Livestock, Forestry and Range (MoLFR), the Ministry of Finance (MoF) and the Project Coordination Unit (PCU) to strengthen gender mainstreaming and social inclusion under the BREFONS Project. The assignment will include supporting the implementation and monitoring of the Project Gender Action Plan; mainstreaming gender considerations across project activities; identifying and addressing barriers affecting the participation of women, youth and vulnerable groups; conducting field monitoring and stakeholder engagement; supporting knowledge management, documentation and reporting of gender results; delivering awareness raising and capacity building activities; and providing technical guidance to enhance compliance with project gender commitments and achievement of the project's social and gender equality objectives.The detailed information and the Terms of Reference (TOR) for the assignment can be accessed by following the link provided in paragraph 9 below. An individual will be selected in accordance with the Individual Consultant Selection (ICS) method.
4. Save the Children International as the Implementing Agency for the project now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they have the required qualifications and relevant experience (Job Application Letter, Curriculum Vitae, Description of Similar Assignments conducted for projects financed by Multilateral Development Banks, Experience in Similar Conditions and References).
5. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group Funded Operations” dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
· Bachelor’s Degree in a relevant discipline such as social sciences, economics, rural development, public/business administration or related fields;
· At least 8 years of relevant experience in social, gender and community development in Somalia or in similar fragile country context;
· Experience in working with women & youth groups and gender mainstreaming in community development interventions/activities. Previous experience with WB and/or AfDB is an asset;
· Demonstrated work experience in social and gender equality issues in youth related projects or programs
· Ability to work independently and/or collaboratively with the Project team;
· Excellent organizational and interpersonal, facilitation, analytical, report writing, communication, and negotiation skills.
· Fluency in oral and written English and Somali as well as computer skills in MS software;
