   POSITION INFORMATION

Job Title: Project Coordinator-SHF AND SCC

Reports to: Programmes Manager

Direct reports Field Officers

Job Location: Mogadishu- Somalia

Contract Details Six Months with high possibility to extend 

  1. Job and project overview

LLG is seeking experienced, highly qualified, and professional Project Coordinator for Somalia Humanitarian Fund (SHF) and Somali Cash Consortium projects a multi-donor country-based pooled mechanism created in 2010 to allocate funding for the most urgent life-saving interventions in Somalia. The SCC and SHF offer LLG an opportunity to deepen our work with communities and focus on supporting vulnerable households to access the means to overcome persistent shocks and build resilience.

  1. Scope of Work

Under the direct supervision of the Programme Manager, the Project Coordinator will be responsible for overseeing the implementation of SHF and SCC projects which is funded by the United Nation. His/her role will include project implementation by ensuring quality programming and monitoring of the project components, while working closely with other implementing agencies, provide technical leadership to the project. The Project Coordinator will be based in Mogadishu Somalia, and report to the Programmes Manager. 

  1. RESPONSIBILITIES AND ACCOUNTABILITIES

Main duties &  Responsibilities:

Project Coordination and Supervision

  • Ensure timely submission of work plans, reporting, and budgeting requirements to Program Manager.
  • Collect, update, and share information related to project’s progress with Programme Manager including situation reports.
  • Maintain regular communication and visits for project sites to ensure that the project achieves the goal.
  • Ensure that all LLG and key donor compliance rules and regulations are adhered to in implementation of the project.
  • Work closely with technical focal points to ensure support, capacity building, and training development for the staff.
  • Assume responsibility in the delivery of quality services for the beneficiaries throughout all project implementation cycles.
  • Ensure that different sectoral activities are implemented in a coordinated and cohesive manner and that appropriate programme quality standards are always used.
  • Ensure field supervision of the project operations to ensure the project is implemented in line with planned activities and expected outcomes.
  • Contribute to documentation of technical/project approaches, lessons learnt, and success stories.
  • Seek and promote innovative ideas, approach to ensure programme quality.
  • Ensure LLG’s policies for Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team.

Reporting 

  • Produce high quality and timely narrative reports on monthly, quarterly basis as and when required in accordance with donor procedures and requirements.
  • Conduct timely review of project reports and ensure quality programming and reporting.
  • Maintain accurate program records and documentation in line commitment made by the organization.

Financial responsibilities

  • Track and manage project budgets and ensure expenditure is in line with agreed project plans and budget.
  • Liaise with logistics and administration functions to ensure the timely delivery of required inputs/materials for the programme (e.g. purchase requests, disbursements, transport), in accordance with LLG’s procedures and donor requirements.
  • Liaise with the Finance and project teams to initiate and finalise budget revisions in a timely manner according to donor regulations.
  • Oversee the procurement program supplies are delivered on time and within the program implementation period.
  • Monitor project performance and budget utilization and advice on corrective measures.
  • Ensure that all project expenditures are on time and according to the budget (within permissible variance limits) and to oversee and guide any budget reforecasting and reallocation exercises that are required.

Staff Management and Development

  • Supervise the project team with a particular emphasis on capacity building of staff through mentoring and training and ensure timely performance development reviews are conducted.
  • Provide technical support, guidance, and monitoring of project staff, ensuring clarity over project plans and priorities and encouraging effective teamwork.
  • Facilitate regular staff meetings to ensure awareness of project objectives and provide opportunities for feedback.
  • Establish performance objectives for each reporting staff and conduct PDR in conjunction with LLG HR policy. 

Monitoring, Evaluation and Learning

  • Collaborate with the MEAL team to develop robust monitoring systems that facilitate internal learning and inform program adjustments based on evolving needs and opportunities.
  • Prepare comprehensive reports summarizing program performance and impact, ensuring timely dissemination of findings to program teams and relevant stakeholders.
  • Develop clear and actionable monitoring plans, ensuring program staff understands them.
  • Oversee the ongoing analysis, review, and reporting of program data, informing decision-making and program adjustments.
  • Track program progress, ensuring timely collection of program indicators for internal status reports and external donor reports as required.
  • Plan, manage, and participate in regular field visits to monitor program implementation and share reports with relevant program leadership.
  • Lead the implementation of a comprehensive MEAL system that provides timely, accurate, and reliable project results by integrating MEAL activities throughout the project lifecycle.

Coordination and Representation

  • Support in identifying and building good relations with national and relevant stakeholders.
  • Represent LLG in all sub-national clusters meeting and other relevant coordination meetings such as Health, Nutrition, WASH, FSL and other clusters and feedback to the Programme manager.
  • Ensure effective relations are maintained with partners and donors.
  • Coordinate with the relevant departments at all levels during programme/project implementation and monitoring to assure optimal quality in delivery.
  • Establish and maintain appropriate working relationships with government, institutions, partner organizations, local NGOs, etc. in Dolow and Belet Hawa.
  • Maintain ongoing surveillance of the developing humanitarian and security situation in target areas and adjust activities accordingly.

General and other duties:

  • Contribute to emergencies response action when requested to do by the Programme Manager/Programme Director
  • Work in an interactive and coordinated manner with the other LLG staff, identify, and encourage synergies within and across programmes to achieve an integrated approach.
  • Any other ad hoc duties as may be assigned by the Programme Manager/Director that is consistent with the nature of LLG’s work.

  • Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties.
  • In line with Concern’s commitments under the Core Humanitarian Standard (CHS): 
  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E); 
  • work with relevant colleagues to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed. 
  • Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities.

Experiences and Qualifications

  Bachelor’s degree in social sciences, business and finance, economics/statistics, , international relations or any other related field. Master’s degree is an asset.

  • Minimum 3 years of experience working in a humanitarian context and in Child protection (or relevant) programming; working in emergency response is a plus.
  • Experience in working on Somalia Humanitarian Fund project and cash programming is an added advantage.
  • Minimum 3 years of experience working in project coordination, management, or monitoring.
  • Proven experiences and ability to coordinate and collaborate with different civil society and Community based organization.
  • Demonstrable working experience in humanitarian programme.
  • Ability to communicate effectively and authoritatively on area of expertise, and influence others to reach common goals.
  • Demonstrated track record in donor reporting and budget management.
  • Experience in leading team, coaching, and mentoring, especially managing a large team.
  • Excellent experience in conflict resolution.

Languages Required

  • Excellent written and verbal communication skills in English and Somali.

Experience Desirable:

  • Experience in managing Humanitarian response.
  • Knowledge of key programme areas such as Gender based Violence, DRM and women and youth economic empowerment.

Knowledge of development and humanitarian issues affecting children, adolescent girls/boys and women is preferred.
