Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
Under the overall supervision of the FAO Representative in Somalia. The incumbent will directly report to Head of Programme and technical supervision by the Head of the Fisheries Sector
Technical Focus:
The incumbent will be responsible for the achievement of all project’s objectives and in general for the overall project implementation Travel Authorizations
Tasks and responsibilities
• Overall implementation of the Joint Project ensuring objectives are achieved within timeline and budget resources.
• Provide overall technical and administrative leadership to the FAO component of the project ensuring activities are carried out in line with FAO guidance and international best practice in fisheries.
• Monitor activities of Participating United Nation Organizations (PUNOs) as contributors to the overall project objectives;/
• Establish and maintain close collaboration and working arrangements with national and international staff, specialists and support personnel and provide day to day supervision and guidance as needed.
• Prepare detailed work plans and budgets for project implementation.
• Maintain strong and effective partnership with donor partner, in this case the members of the Somali Joint Fund.
• Ensure strong relationship established and maintained with Somali Government authorities at both federal and State levels for implementation of the BlueInvest Project.
• Supervise and monitor work of the Project team including international and national staff and Consultants taking corrective action when required.
• Lead the preparation of Requests for Proposals (RfP) for specific technical works and studies required during project implementation.
• In liaison with the Operations Unit and Procurement Sections of FAO Somalia, oversee the procurement of goods and services for the project following FAO Manuals and processes.
• Ensure FAO’s Environmental and Social Framework is integrated into planning and implementation of activities under the project, as well as other donor partner requirements.
• Lead both internal and external project meetings as and when required, with particular attention to the periodic Project Steering Committees.
• Review Letters of Agreement and Letters of Understanding between FAO and partners for implementation of selected activities.
• Contribute to and/or prepare Inception Report and Annual or Quarterly progress reports as per the project documents and signed agreements.
• Conduct regular missions to state capitals to monitor and ensure smooth implementation of project activities and maintain relationships with partners.
• Establish linkages with private sector operators bringing them into project implementation as much as possible and based on their competencies and skills.
• Liaise with M & E Teams and FAO Compliance Officer in FAO and Government bodies regarding the planning, implementation and reporting of project progress and ensure that the M&E and compliance systems and rules are in place as per the goals and objectives of the project.
• Ensure visibility of project activities and achievements in close collaboration with the Reporting and Communications Teams and development partners.
• Perform other related duties as required.
• Advanced University degree in marine sciences, natural resource management, fisheries, or a related field.
• At least Ten years of international experience in the implementation of long-term, large scale, multi-stakeholder livelihood or value chain projects with proven track record of full project cycle management including More than 5 years of experience working with UN or FAO
• Professional experience in more than one country outside country of nationality
• Working knowledge (level C) of English, knowledge of a second FAO language is an asset
