Position: Programme Officer for democracy and human Rights

Location: Hargeisa, Somaliland

Duration: 6 months, renewable based on performance, funds, and need for the position

Closing date: 31th July 2024

About CDG:

The Centre for Democracy and Governance (CDG) is an independent Somaliland based center of excellence that promotes the advancement of democracy and good governance. The deepening of democracy and works to contribute to peace and governance in Somaliland and beyond through dialogue, the pursuit of knowledge and rigorous a critical issues and developments. In exercising this responsibility, CDG focuses on the challenge’s institution building, democratic governance and the rule of law, as well as opportunities security, cooperation and integration.

 

The Position:

The Center for Democracy and Governance of CDG is looking for a new for democracy and human rights. The successful candidate will be responsible for the portfolio in democracy and human rights, with a special focus on Dialogues and Civic engagement.

 

Main duties include:

  • Management of development cooperation projects/programmes including preparations, risk analysis, performance review, financial monitoring and implementation activities.
  • Lead on democratic governance and human rights activities in projects/programmes not directly linked to the areas of responsibility
  • Support the political section with relevant information and analyses
  • Engagement and dialogue with partners and stakeholders on issues of importance to CDG
  • Collaboration and coordination with the donors and partners
  • Represent the CDG at official events
  • Provide input to project documents (memos, meeting debriefs, minutes) in the area of human rights;
  • Documented knowledge of work with development reports, proposals and work plans.
  • Organize events, dialogues and roundtable discussions based on resource availabilities.
  • Liaise with Project partners and facilitate communication on programme-related activities including organizing joint thematic learning and networking events on human rights topics;
  • Conduct regular mapping and outreach to identify opportunities for new partnership
  • Elaborate necessary documentation (concept notes, briefs, fundraising considerations) to operationalize and steer programmatic initiatives and activities;

Experiences and Qualifications

About the person:

  • Documented advanced academic degree in a relevant field.
  • At least 7 years of relevant professional experience of work with democracy, human rights and/or rule of law.
  • Documented experience of working with civil society organizations.
  • Documented experience of managing projects/programmes, including financial matters.
  • The ability to apply political and institutional analysis and use this to influence strategic planning and programming.
  • Conversant with how to apply a human rights-based approach and a gender perspective to development programmes.
  • Knowledgeable about the public sector and political processes in Somaliland.
  • Good ability to network with relevant stakeholders.

General competences:

  • Excellent analytical capacity.
  • Excellent written and oral communication skills.
  • Excellent command of English.
  • Good interpersonal skills and experience of working in a multicultural environment.
  • Motivation to promote CDG policies and values. Merits/added advantages:
  • Documented experience of working with political analysis.
  • Documented experience of working at the regional/international level
