The Role Summary:

 

The Program Officer will be reporting to Chief of Party-Global Fund (GF) with matrix reporting to the Program Development & Quality Assurance Director. S/he will support GF grant,  Program Development Unit Manager and Senior Program Manager- GF in donor engagement as needed such as mobilizing information collection and discussion to prepare for engagement.

Key Responsibilities:

  • Lead/Coordinate aggregation of responses to management actions from the donor, Third Party Monitoring and the external audits.
  • Attend donor meetings/working groups/cluster meetings or any other relevant external engagements to represent World Vision and gather and document relevant information, with the support from Technical Team.
  • Facilitate WV Support Office visits including scheduling external/internal meetings and site visits to the field as needed.
  • Conduct regular, positive, and productive communication with key support offices, respective donor representatives, and partners regarding the implementation of program activities.
  • File all the grant documents as requested in the information management (IM) system.
  • Update the Project Implementation Monitoring Tool (PIMT) on a monthly basis.
  • Update the DIP on bimonthly basis in collaboration with M&E and operations teams.
  • Coordinate the preparation and submission of donor reports in collaboration with WVUK.
  • Provide information, human interest stories and audio-visual materials in collaboration with communication team for internal and external purposes; and for fundraising.
  • In collaboration with the TB coordinators, document the lessons learnt and best practices in MDR-TB management and other grant’s key initiatives.
  • Prepare and update grant agreements and any other documents between implementing partners/ consortium members and WV in liaison with respective Support Offices.
  • Communicate with implementing partners (IPs) on relevant grant updates and various action points arising from meetings on behalf of Chief of Party of GF. 
  • Coordinate and/or support the start-up and close out of projects;
  • Communicate and monitor donor compliance issue of grant under his/her portfolios;
  • Organize refresher training with partners and WV staff on donor requirements and grant management standard in collaboration/ with support from SPO and CoPs.
  • Coordinate the GF unit’s preparation of donor reports, presentations to various meetings and workshops.
  • Participate in Zonal quarterly review meetings and represent WVS as required.
  • Coordinate visits to the TB Management Units and review missions as required. Such missions may include, World Vision Somalia staff, MoH, WHO, Local Funding Agent, Global Fund, Consultants, etc.
  • Attend and contribute in program coordination and network meetings at Zonal level and international levels as required.

Experiences and Qualifications

  • Bachelor’s degree in relevant field such as Public Health and Social Sciences.
  • At least 3 years of project management experience with extensive government engagement experience;
  • Past experience working in TB and HIV / AIDS program preferred
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills.
  • Demonstrates strong problem-solving skills; keen attention to detail with an analytic approach to work.
  • A person of high moral and ethical standards.
  • Cross – cultural sensitivity, flexibility and emotional maturity.
  • Ability to exhibit exemplary life style as interpreted in specific local cultural context.
  • Willingness to be flexible with working hours.
  • An aptitude for working in a changing environment and managing multiple priorities.
  • Ability to work both as part of a team and alone, supervised or unsupervised.
  • Knowledge and experience in the field of Public health.
  • Fluent in written and spoken English and Somali.
