Position: Pharmaceutical and Supply Chain Manager

Location: Hargeisa, Somaliland

Duration: 12 months, fixed term, renewable based on performance, funds, and need for the position

Role Overview: 

Pharmaceutical and Supply Chain Manager will oversee all supply chain activities for the Alight. This includes managing all pharmaceutical and equipment procurement, ensuring that supplies and equipment are available at the facility level. Pharmaceutical and Supply Chain Manager will oversee the procurement, transportation, and ensuring the continuous availability of all pharmaceuticals and supplies in sufficient quantity to deliver services. They will ensure that the procurement of drugs, supplies and medical equipment complies with national guidelines. Pharmaceutical and Supply Chain Manager is also responsible for ensuring sufficient buffer stock to cope with outbreaks and variations in service use, as well as to support project locations.

Primary Responsibilities: 

  • Work with Project Leader in projects: to provide technical support in pharmacy management, warehouse management, stock management and support and supervise the medical order requests. 
  • Ensuring applying the standard pharmacy conditions in all Alight’s warehouses and applying methods for monitoring and reporting. While, through the Project Manager, extend the support to end-user units in supported health facilities. 
  • Lead the internal procurement process for medical and nutrition supplies, ensuring meeting the MoH and doners requirement and specifications. 
  • Lead the importation process of the medical and nutrition supplies, ensuring meeting the MoH and donors’ requirement and specifications.
  • With the support of the operation department, Lead the clearances process for any pharmaceutical, medical and nutrition supplies and equipment. 
  • Participate in Pharmacy and supply meetings and forums and ensure good coordination and collaboration with UNs, Donor and other INGOs.
  • Provide technical support regarding all areas/questions related to pharmaceutical information for: Medical order requests, new proposals, donors’ questions.
  • Working with concerned staff and prepare the Procurement SOP to guide the procurement committee work.
  • Provide guidance and support to the Country Office for different departments and the relevant staff in the field when requires on issues pertaining procurement. 
  • Ensuring Alight’s procurement policies and procedures are implemented and adhered to.
  • Coordinate with other Operations staff and the staff of other departments to ensure that the purchase of goods and services is properly planned, executed and delivered on a timely basis while being cost effective, considering value for money and quality services.
  • Where required, performs site visits to oversee the procurement.
  • Conduction of regular Market Survey for project Area.

Experiences and Qualifications

Master’s degree in Logistics, Transport, Procurement, Supply Chain Management, Pharmacy, or any other relevant field

  • A minimum of eight years of supply chain management experience at primary level health service delivery.
  • A minimum of eight years of experience in developing operational and supply chain capacity, transport management systems and stock replenishment systems.
  • At least three years of demonstrated experience in a conflict-impacted, fragile settings such as Somalia or any other similar environment.
