Job Description:

People & Culture Officer

The Role Summary:

The People & Culture Officer will provide business partnering and administration of the human resource function in area of operation in line with World Vision People & Culture policies, partnership standards and Somalia labour laws. The position holder will provide efficient customer service to all departments and relevant partners. This will entail coordinating recruitment processes, absence administration, compensation and benefits, coordinate staff welfare initiatives, monitoring performance management processes, facilitating training and development and records management.      

Key Responsibilities:

  • Manage Recruitment and on boarding processes as per WV recruitment guidelines.
  • Ensure accurate entry of information by the hiring manager in Work Day system.
  • Facilitate short listing processes in collaboration with the hiring Managers
  • Organize and facilitate timely panel interviews and draft interview minutes
  • Share all interview documentation for review by the P&C Coordinator before an offer can be made to a successful candidate
  • Coordinate the onboarding processes for all new staffs.
  • National Staff Contract Management.
  • Maintain an up to date staff date with contract dates and all other necessary details and share the same on monthly basis with the P&C Coordinator
  • Track all contract end dates and ensure timely renewals and/or giving of notices.
  • Track and coordinate timely staff probation appraisals and issuance of appraisal confirmation letters
  • Ensure that hires, separations, position changes for National staffs are keyed in Work Day system in a timely manner and without errors
  • Effective coordinate of separation processes for staff leaving the organization.
  • Personnel Records Management.
  • Ensure all employee files are consistently updated upon hire and on a monthly basis.
  • Ensure separation documents are appropriately filed for all staff.
  • Conduct and share a Quarterly Staff File Audit report and share with the P&C Coordinator.
  •  
  • P&C Policy implementation and administration at the field office.
  • Conduct orientation/training of WV People & Culture policies and procedures to staff
  • Advise Line Managers on employment procedures, processes and new Somalia labor legislation
  • Ensure Line Managers and staff comply to WV Somalia policies and procedures
  • Support local partners HR capacity building initiatives.
  • In consultation with the P&C Coordinator, identify gaps in Human Resources and systems for local NGO partners and recommend on how to strengthen gaps in HR processes
  • Provide HR training for local NGOs partners in line with the recommended action plans
  • Coordinate Staff Welfare initiatives and benefits schemes.
  • Ensure addition and deletion of staff in the medical scheme.
  • Maintain accurae records of staff and dependents who are enrolled in the medical scheme
  • Respond to staff queries concerning benefit entitlements and administration
  • Ensure submission of all payroll changes to P&C Compensation & Benefits Coordinator  by the 15th of every month
  • Coordinate staff welfare initiatives
  • Produce staff meeting minutes during the quarterly All Staff Meetings & QRMs
  • Coordinate staff Performance Management and track training initiatives at the field office.
  • Orient new staff on performance management tools and Learning & Development policy & processes
  • Monitor submission of performance agreements, mid-year and annual performance reviews
  • Report submission rates of performance agreements mid-year and annual performance reviews
  • Provide input in the assessment of annual training needs in collaboration with project managers and the P&C Coordinator
  •  Send monthly training data reports to the P&C Coordinator

Experiences and Qualifications

  • A University degree in Human Resources Management/ Business Administration/ Social Sciences or an equivalent.
  • A minimum of three years’ experience in Recruitment, Benefits Administration, Records Management, Contract Management and HR policy administration in an INGO.
  • Very good English communication skills, both verbal and written
  • Proficiency in Microsoft office systems (Word, Excel & PowerPoint)
  • Ability to maintain confidential and sensitive information
  • Very good organizational skills, well-developed interpersonal skills, customer service skills, negotiation skills, facilitation skills & analytical skills
  • Excellent attention to details

Working Environment

  • Office-based in Baidoa, South West State with domestic travel required from time to time.
