Background
GIZ has been in operation in Somalia since 1964 as commissioned by the German government and has
project offices in seven locations across the country. The current thematic priority areas for the German
Federal Ministry for Economic Cooperation and Development (BMZ) are in the promotion of peaceful and
inclusive societies, transformation of agri-food systems and support to economic development, training
and employment.
The goal of GIZ is to support the capacity development of people, organisations, and institutional
structures in the partner countries to enable them to improve their living conditions. The GIZ project
portfolio in Somalia has significantly increased over the last few years. The structure of the portfolio is
comprehensive, with dynamic modes of implementation adapted to the changing environment in the
country. The main commissioning party is BMZ, however, some of the projects are co-funded by the
European Union.
The German development cooperation portfolio in Somalia is overseen by the Head of Development
Cooperation who is based at the German Embassy in Kenya, but travels to Somalia frequently. The Head
of Development Cooperation is the focal point for the political and sector policy dialogue with all partners
of German development cooperation in Somalia. GIZ closely works with the Head of Development
Cooperation, for example by providing sector-related inputs as well as technical and political expertise. In
addition, GIZ cooperates closely with the German Development Bank, Kreditanstalt für Wiederaufbau
(KfW), and other bilateral and multilateral agencies working in Somalia.
B. Responsibilities
The Partnership Advisor for the GIZ Somalia portfolio based in Mogadishu is responsible for supporting
the GIZ Somalia Portfolio Director and the Portfolio Manager in the engagement with the Federal
Government of Somalia (FGS) and other partners based in Mogadishu. Key liaison partners include
Ministries of Planning Investment and Economic Development, Foreign Affairs, and Finance. The Advisor
will support GIZ Project Managers in coordinating with their respective partners of different sector
ministries. She/He also supports the Head of Development Cooperation with Somalia at the German
Embassy in her/his engagement with FGS partners.
C. Tasks
The key tasks of the Partnership Advisor will be to:
I. Support for the German Head of Development Cooperation
▪ Support and maintain relationships with key partners of German development cooperation in
Somalia, such as the Ministries of Planning Investment and Economic Development, and Foreign
Affairs.
▪ Provide analysis of political and socio-economic developments and advise on a conflict-sensitive
design of Germany’s development cooperation portfolio in Somalia.
▪ Support the Head of Development Cooperation in the preparation for and follow up of meetings with
the government and other bilateral and multilateral partners in Mogadishu.
▪ Provide administrative support (e.g. first point of contact for inquiries, passing on information,
drafting presentations, ; preparation of agendas and minutes; logistics).
▪ Support knowledge management for German development cooperation with Somalia (e.g. by
developing and maintaining project databases, mappings and overviews)
II. Support to the GIZ Somalia Portfolio
▪ Identify, build and maintain effective relationships in coordination with GIZ Project Managers, their
political partners at the different sector ministries and Government partners such as the Ministries
of Planning Investment and Economic Development, Foreign Affairs, and Finance.
▪ Support communication with Government and other partners and support the planning,
implementation, monitoring and reporting of project activities at FGS level.
▪ Represent GIZ in general coordination meetings or other forums that are held in Mogadishu and
ensure that the portfolio and project teams are informed about relevant developments.
▪ Monitor the political situation in close coordination with the Risk Management Office (RMO).
▪ Support provision of location-based information for project IPCAs (Integrated Context and Human
Rights Analysis) annually and provide ongoing recommendations to project managers and project
teams of how to act on findings, particularly with regards to do-no-harm.
▪ Support projects implementing in Mogadishu in implementation of activities, monitoring and
evaluation, reporting, and compliance.
▪ Advise project and portfolio management in politically sensitive decision-making processes.
▪ Support GIZ as liaison officer for operational processes with FGS, e.g. customs and tax related
matters.
▪ Deputise other field staff as required.

Profile
The Partnership advisor should have the following qualifications, competencies and experience;
Qualifications
▪ Advanced university degree in development studies, law, public administration, business
administration, international relations or social sciences
Professional experience
▪ Seasoned professional with a minimum of 10 years' professional experience in a comparable
organization, preferably in Somalia
▪ Established track record with senior Government level liaison
▪ Proven advisory capacity at senior level either at a government and development entity
▪ International exposure in the field of Development Cooperation with reputed organisations
▪ Substantial experience in project management (conceptualisation, planning, coordination, steering,
monitoring)
▪ Proven skills and experience in networking and fostering partnerships. Experience in working with
and/or advising bilateral or multilateral institutions is an asset
Other knowledge, additional competence
▪ Excellent communication and presentation skills
▪ Political as well as strategic analysis acumen
▪ Demonstrated ability to communicate in both written and spoken English and Somali at high level.
▪ Ability and willingness to work in a dynamic international team under minimal supervision
▪ Strong interpersonal skills and a willingness to cooperate effectively with colleagues and partners
▪ Self-starter, who works independently and has a flexible attitude but is a strong team player
simultaneously
▪ willingness to upskill as required by the tasks to be performed - corresponding measures are agreed
with management
▪ Travel within the country and to Kenya expected
E. Duration of Assignment
The duration of the assignment will be 1 year with the possibility of extension.
F. Duty location
The duty location is Mogadishu.
