MSF is an independent humanitarian medical organization providing emergency medical aid to populations in need. MSF Somalia mission is seeking a qualified person for the position below:

Job Title             : NURSING TEAM SUPERVISOR

Work Location  GURIEL_SOMALIA

Start date           : AS SOON AS POSSIBLE

Length of contract  :  Fixed term (1year) 100% with 3 to 6 months’ probation period.

Main Purpose

Plan, organize, and evaluate the activities concerning nursing and the team associated, according to MSF values, policies and protocols and universal health standards, in order to warrant the quality and continuity of the health care and the development of the plan of action.

Accountabilities

·        Carry out the functions and tasks associated to nursing i.e. perform as a nurse or anesthetist, whenever required or needed, in order to optimize the resources, contributing with his/her knowledge and experience.

·        Implement all the protocols and hygiene procedures, and supervise his/her team follow the same standards, in order to warrant the quality of the care and service in his/her specialty.

·        Organize and coordinate the activities of his/her team (week’s schedule, annual leave, absences, etc.), evaluate their performance and define and ensure the needs for training of staff, in order to ensure the coverage of the human resources needs and maintain high standards of quality.

·        Carry out and/or supervise the (decentralized) pharmacy and medical equipment management (drugs orders, follow-up of the stock, storage conditions, inventories, follow-up of expired drugs and their destruction, drugs consumption, etc.) in his or her department, in order to satisfy the needs of material with efficiency and effectiveness.

·        Ensuring that all staff using medical devices are qualified and trained. Ensuring that cleaning and minor maintenance tasks are performed according to the protocols. Reporting any malfunction to the project biomedical service.

·        Carry-out and/or coordinate administrative (exit-paper, transfer-paper, etc.), information and data collection (patient files, forms, statistics, etc.) tasks, and elaborate regular reporting, in order to have updated and reliable information

·        about the day-to-day activity in the project, output/ outcome and support decision-taking.

·        Give feedback/ reports to medical focal point.

 

MSF Section/Context Specific Accountabilities

 

At Guriel's Istarlin Hospital, among specific responsibilities, the Nursing Team Supervisor's duties include:

Management:

·        Supervising and coaching nursing staff, manage the scheduling and assignments of nursing staff to ensure that the service is covered day and night.

·        Assessing and analysing the performance of nursing staff in order to provide them with training, support and guidance where necessary.

·        Evaluating existing initiatives to improve the quality of care and patient safety in order to develop and implement policies and procedures to effectively achieve the project's objectives.

·        Ensuring the availability of staff, medicines, equipment and necessary materials for the best possible care of patients in the emergency room according to MSF protocol.

Patient Care:

·        Ensuring that patients are correctly triaged and classified according to the severity of their condition and that they receive nursing and medical care at the appropriate time.

·        Ensuring quality nursing care (patient observation, vital sign monitoring, and medication administration) is provided to patients in accordance to MSF nursing guideline, protocol and SOPs.

·        Coordinating and overseeing patient care plans, delegating assignments based on staff competency and patient needs, and ensuring high standards of care.

·        Supervising provision of quality care to the patients (reception, admissions, patient care, safety and comfort, consultation, individual health education and drug provision) are timely administered, to avoid delays.

·        Contributing to maintaining and strengthening the nursing team's capacity to provide effective and rapid emergency care to critically ill patients admitted to the emergency room.

·        Ensuring nursing care in the emergency room meets patients' needs in accordance with the full implementation of MSF's protocols and project strategy.

·        Ensuring that in the performance of their duties, the nursing team applies a « Person-centred care » approach to patients and their families.

Quality of Care:

·        Ensuring good scores for quality of care indicators (Patient Identification Audit, Nursing Care Monitoring, Patient Experience Score, Medical incident Report, Morbidity & Mortality Review, Rational Prescription), and ensure strict compliance with infection prevention and control measures in emergency room.

·        Creating, implementing, and evaluating policies, procedures, and protocols to maintain standards of care and ensure staff and patient safety.

Data management and reporting:

·        Ensuring qualitative data collection of ER activities and maintain data confidentiality.

·        Compiling and sharing monthly medical report (MMR) with the deputy MAM.

·        Ensuring all data collection tools such as registers and sheets are always available to be use by the team.

·        Sharing on a daily basis with the NAM the movement of patients (admission, discharge, referral, death, bed occupancy and average stay) as well as the challenges and proposals for improving the quality of nursing care provided to patients.

Pharmacy management:

·        Preparing the medical order of drugs, consumables and materials needed to respond to an outbreak without a break in supply.

·        Ensuring rational usage of drugs and consumables to correspond with patients.

·        In collaboration with the pharmacy carrying out weekly stock inventory and reporting to line manager.

Teamwork:

·        Working in close collaboration with MoH and/or MSF staff according to MSF principles and project objectives, promote medical ethics, comply with the code of conduct and consider the person at the center of care.

·        Working closely with the team to identify training needs and organize sessions within his/her scope of work.

·        Make staff roster to guarantee proportionate staff allocation base on need.

·        Is available to cover for the absent nurse on duty, taking vital signs and administering medication to patients.

·        Assisting and working closely with the medical doctor during ward rounds.

Behavior:

·        Promoting and maintaining confidentiality regarding all patient’s information and strict compliance with code of con-duct.

·        Demonstrating flexibility to assume other responsibilities and additional tasks over normal working hours and according to the needs of the project.

Experiences and Qualifications

Education

·        Essential, Registered Nurse (RN) with a Bachelor of Science in Nursing (BSN)required;

·        Desirable, Master in Nursing (MSN).

Experience

·        Essential, Minimum 2 years’ experience with MSF or other 3 years INGOs  in relevant position.

Language

·        English language essential, Somalia language desirable.

Knowledge

·        Essential, Proficient in MS (word, excel and internet)
