Position: Monitoring and Evaluation Specialist

Location: Kismayo, Jubaland state of Somalia

Reports to the: Senior Monitoring and Evaluation Specialist            

Expected Start Date: 1st April 2024

PSI seeks an experienced, dynamic, and innovation-driven Monitoring and Evaluation Specialist to support the implementation of Female Health Worker (FHW) Program in Jubaland. This is a program that aims to strengthen the delivery of high impact community-based primary health care services and build capacity of implementing government. Any contract extension for this position is subject to project award and funding.

Your Contributions

 

  • Support the Senior M&E Specialist with, implementation, monitoring and reporting of the Female Health worker program.
  • Closely Monitor the performance of Program services indicators and provide routine update the program team.
  • Monitor progress in the implementation and results of the projects against the strategic objectives and indicators as well as promote and support the quality assurance of all project interventions.
  • Lead routine data quality audits and data review meetings in collaboration with FMS and HTP team.
  • Provide technical support to FHW/FHS at the field level on digital submission of program service delivery data.
  • Ensure the quality of the program trainings is monitored and compliance with the program quality standards are meet.
  • Take lead in data management, analysis and reporting at FMS level and draft periodic M&E reports.
  • Take lead in M&E capacity enhancement of government officials and other program team.
  • Ensure program use of E-learning tools and systems is achieved by closely monitoring FHW performance of e-learning activities.
  • Take lead in program assessment, surveys and evaluations conducted at FMS level.
  • Contribute to quarterly program performance bulletin and document success stories from the field.
  • Perform any other related duties that is assigned by the supervisor.

 

Experiences and Qualifications

Minimum qualification and professional experiences required:

  • Advanced degree in Statistics, Public Health, Economics, Business Management or Social Science
  • 3-5 years’ relevant work experience in M&E preferably for health programs
  • Demonstrated experience developing individual and organizational capacity for data management, analysis, and use.
  • Experience in implementation of M&E system for health, preferable in public health sector.
  • Possess excellent technical skill in health research.
  • Experience in managing data at the source including HMIS data collection, data entry and processing.
  • Excellent data analytical skills and interpretation sound quantitative and qualitative skills (managing, analysis & interpretation of data), with a focus on building the capacity of others in these skills.
  • Experience using data for decision making coaching / mentoring others to use data for decision making, and generating analytics for data-based decision making.
  • Experience adapting tools, guidelines, and systems to improve data analysis and management.
  • Strong communication and facilitation skills and ability to establish good working relationships, highly skilled in using statistical programs, with experience in training and facilitation of M&E activities.
  • Fully proficient in the following software applications: Ms Word, Ms Excel, Ms PowerPoint
  • Excellent written and oral skills in English and Somali languages
  • Willingness to travel regularly across Somalia.
