Position Title : Meal Assistant
Reporting to : Senior Meal Officer
Location : Burhakaba
Position Summary
The M&E Assistant will assist the M & E Unit in the management of SOS Somalia country
programme monitoring and evaluation. He/ she will work closely with SOS Somalia Management
and Project/Program staff to ensure that all M & E activities are carried out in an efficient and timely
fashion. The Assistant will assist the M&E staff in project activity monitoring, documentation, data
collection, and analysis as well as database management and dissemination of relevant information.
The Assistant will work hand in hand with field teams and stakeholders on all programme monitoring
and evaluation activities & ensure that monitoring visits are meaningful, and capture data sought and
feed into management decisions.
Major Duties and Responsibilities:
The following are key responsibilities of the MEAL Assistant role
• Assist in the coordination of qualitative and quantitative data collection processes such as
survey, focus group discussions (FGD), interviews, and similar activities, including
strengthening capacity of enumerators in qualitative and quantitative data collection.
• For assigned projects, support the Senior MEAL Assistant to define M&E plans for each
project, log frames, and targets, implement the donor’s requirements, monitoring plans and
ToRs determining Accountability to Affected Populations (AAP) minimum standard plans
and related mechanisms during project implementation.
• Support the Senior MEAL Assistant to develop appropriate qualitative and quantitative
monitoring, tracking systems, tools, and templates that enhance monitoring of project outputs decisionmaking
processes.
• Produce summary reports that include graphs, charts, tables, narratives as requested to fulfill
internal and external reporting requirements
• Verify the quality of data collected from the field based on validity, timeliness, precision,
reliability, and integrity of performance data gathered to monitor program performance.
• Orient project staff of MEAL requirements of their projects and their role in ensuring an
effective MEAL system for the project during project start-up and implementation.
• Support to provide routine training to project staff on monitoring, evaluation, accountability,
and learning.
• Assist the Senior MEAL Assistant in development and implementation of M&E tools
according to project log frame and ensuring quality assurance of field data (completeness,
reliability, validity, timeliness, and integrity).
• Provide technical feedback to project team on M&E findings and follow up on utilization of
monitoring results stated in the “Results Monitoring Framework”.
• Organize, collect, compile, and document all program and MEAL-related data and files,
ensuring that all records are properly organized and stored
• Conduct regular field visits to project sites, meeting with project counterparts and
beneficiaries to follow up on activities and provide verbal and written reports.
• Provide technical assistance to facilitate the application of tools for Humanitarian
Accountability, complaints, and response mechanisms of reporting for assigned projects
• Perform other related duties as assigned.
Qualification and Job competencies:
• Diploma in international development, development studies, social studies, Statistics, M & E or
other related field.
• Minimum 2 years of relevant experience within the humanitarian field
• Minimum 2 years of relevant working experience in M&E design and implementation.
• At least 2 years’ experience in field project review, projects reporting and evaluation.
• Experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities Fluency in English, both written and
verbal Exposure to a wide range of information management systems related to
humanitarian/development and/or operational activities.
• Excellent interpersonal, written and verbal communication skills
• Strong analysis skills (qualitative and qualitative)
• Works well under pressure and meet deadlines
• High level of computer literacy (Excel proficient) Knowledge and experience in working with
community and community leaders, authorities, INGOs, LNGO, and UN agencies.
• Continually demonstrates strong commitment to the organization and high motivation; and
• Extensive knowledge and experience in statistical analysis software like SPSS, STATA, and
EXCEL etc.
