PROVISION OF TEACHING LEARNING MATERIALS TO NFE AND TVET TRAINESS AND TRAINERS, LOWER JUBA AND GEDO.

Introduction.

       Alight is implementing Rajo Kaaba project in Jubaland targeting 7,000 youth (6,000 Female, 1,000 Male) aged between 15 – 35 years in 6 districts in lower Juba and Gedo – Kismayo, Afmadow, Dhobley, Luuq, Dollow and Beledhawo. The project aims to strengthen access to inclusive education and skills development through targeted support to Non-Formal Education (NFE) centers and Technical and Vocational Education and Training (TVET) institutions focusing on expanding learning opportunities for youth and adults, particularly women and marginalized groups, while strengthening institutional capacity, community ownership, and coordination within the education sector. 

The project will enroll 7,000 trainees (6,000 Female, 1,000 Male) with 10% target inclusion for persons with disabilities (PwD) in 2 tracks with track one enrolled in compulsory literacy, numeracy and life skills with 4,550 receiving school based vocational training and apprenticeship. In track two, 2,450 will be enrolled in proposed TVET courses which will be determined based on the findings of labor market survey which the project will conduct in May/June 2026. 

      Each trainee will be given 6 (100 page) exercise books (5 single line and 1 square line), 2 pencils, 

2 erasers, 2 sharpeners, and each training centers will be provided 1 box dustless colored chalk, 6 class registers, 6 lesson preparation books, 1 box of chalkboard duster (12 pcs per box). 

General Conditions for Tender

  1. Scope: ALIGHT formerly known as American Refugee Committee (ARC International) invites tenders for the supplies/works described and summarized in accordance with procedures, conditions and contract terms, as prescribed in the tender documents. ALIGHT reserve the right to vary the quantity of work/materials/supplies specified in the Tender Documents without any changes in unit price or other terms and conditions and to accept or reject any, all, or part of submitted offers. 
    1. Language: As determined by ALIGHT, the working language of this tender is English. Other languages will not be accepted. 
    2. Qualifying and Conditions: The main criteria for admission to the tender are as follows: 
      1. Official Quotation with company’s letter head, stamp and signed in the attached BOQ provided no revisions allowed after submitted. 
      2. Delivery lead time 
      3. Fill completely including all attached forms. 
      4. Valid Certificate of Registration with the relevant Government certifying Authority. e) Updated company profile 
      5. Good track record and references from previous clients (similar tasks) with telephone contacts and emails of at least three referees. 
      6. Proof of the above must be provided with at least three contracts. 
      7. Submission of the latest certified bank statement of the applying entity for at least the

 

last 6 months. 

  1. Submission of valid Tax compliance

certificate Tender Basis: 

  1. All Tender Documents must be completed in full, incomplete applications will be disqualified. 
  2. All Applicants will submit their Financial and technical proposals and will be hand delivery at ALIGHT Kismayo Office. 
  3. Bids shall be made in writing calculated in USD only and clearly stated on the appropriate forms. 
  4. All prices must include all taxes, compulsory payments, levies and duties, including Sales Tax (if applicable). 
  5. The price schedule must include all the information requested, including the origin of materials. 
  6. ALIGHT is not liable for any damage to the applicant person or property in the event that something should occur. ALIGHT strongly recommends that all applicants take extra precautions when visiting/delivering supplies to a project site and get their supplies insured if possible. 
  7. Payments: Payment will be made upon satisfactorily completing the work and technical report (if any) of the work done at the location mentioned in tender notice within 10 days after receiving an invoice. 
  8. Performance Standards: The works must be undertaken in accordance with all relevant rules, regulations and statutes currently in force in Somalia.

The financial and technical proposal with sealed and stamped envelope will be delivered by hand and drop into ALIGHT Tender box in KISMAYO office on or before 6th June 2026 Time: 04:00PM on the way to Dalxiiska. The envelope will be clearly marked with the precise reference of the invitation to which it is a response and the name of the applicant. Tenders delivered after the specified date & time will not be accepted.
