General Background

Qatar Red Crescent Society (QRCS) is Humanitarian Organization working in more than 17 countries around the globe. Since its inception, QRCS has worked to improve people life, increase agricultural productivity, raise the standard of living within disaster affected and poor communities in rural populations an contribute to their economic recovery and resilience.  Achieving food security for all is at the heart of QRCS's efforts to make sure people have regular access to enough quality food to lead active, healthy lives.

To achieve its goals, QRCS cooperates with thousands of partners worldwide, from farmers’ groups, to traders, from non-governmental organizations to other UN agencies

In this context, QRCS invites competent and qualified suppliers to submit bids for the Procurement and Supply of 1,814 Food Packages to distribute in , Lasanod, Somalia.

Overall Objective of the Procurement

The purpose of this procurement is to:
a) Identify capable food suppliers to provide high-quality food items to QRCS project sites.
b) Ensure the right type, quality, and quantity of food items delivered to lascanood.
c) Evaluate suppliers based on quality, credibility, delivery capacity, and cost efficiency.

Scope of the Assignment

The successful supplier will manage the full supply process, including delivery to three (3) QRCS-identified distribution sites in Lascanood.

QRCS will retain oversight and final decision-making authority regarding the distribution.

The supplier shall:
• Follow QRCS food item specifications.
• Ensure all items meet required quality and quantity standards.
• Handle transportation, loading, and offloading.
• Deliver all food items in full and on time to the designated sites.

1. Tender Basis

• All tender documents must completed in full; incomplete applications will disqualified.
• No changes allowed in the official tender documents.
• Bids must remain valid for 30 days from submission date.
• Bids must be in USD, clearly stated, and properly itemized.
• A delivery timetable and logistics plan must attached.
• QRCS will not be liable for damages or losses during site visits or deliveries.
• Bidders must take necessary safety and security precautions during operations.

2. Performance Standards

All supplies and works must comply with Somalia’s laws and QRCS’s quality, safety, and ethical standards.

3. Eligibility of Applicants

Applicants will be disqualified if they:
• Are bankrupt or undergoing bankruptcy proceedings.
• Have convicted of professional misconduct.
• Have committed misrepresentation or dishonesty.
• Have unpaid taxes.
• Have conflicts of interest with QRCS personnel or projects.
• Have terminated by QRCS for previous contractual breaches.

4. Supplier Requirements

Applicants must submit:
a) Company profile with full contact information.
b) Valid registration certificate (preferably from Ministry of Commerce).
c) Valid tax certificate (latest quarter, 2025).
d) Bank statement (past 6 months showing transactions and balance).
e) Proof of relevant experience with NGOs/UN agencies in Somalia.
f) Quotation in USD including transportation, loading, offloading, and taxes.
g) Delivery location: IDP camps,  Lasanod.
h) All documents must be in English.

Note:
All quoted prices must include loading, offloading, and taxes.
Incomplete or conditional offers will rejected.
Prices must remain valid throughout the procurement process.

6. Language of the Bid

All bids, correspondence, and documents must be in English.

7. Cost of Bidding

All costs associated with bid preparation and submission are the bidder’s responsibility. QRCS will not reimburse such costs.

8. Clarifications and Amendments

• Requests for clarification must submitted in writing to QRCS.
• QRCS may issue clarifications or amendments via email or written notice.
• QRCS reserves the right to extend the deadline if required.

9. Bid Currency and Price

• Quoted Bids must be in USD.
• Prices shall remain fixed for three (3) months, covering evaluation, award, and implementation.

10. Award Criteria

The contract will be awarded to the most economically advantageous tender, evaluated on:
• Quality, compliance, delivery, and cost.
• Alignment with QRCS specifications and delivery timelines.
• Preference for suppliers from the locality.

QRCS reserves the right to accept or reject any bid without obligation to explain its decision.

11. QRCS Right to Vary Quantities

QRCS reserves the right to increase or decrease quantities by up to 10% at the time of contract award without changing the unit price.
