1. The Federal Government of Somalia has received financing from the World Bank towards
   the cost of The Somalia Productive Resilient, and Inclusive Growth (SPRING) and it intends
   to apply part of the proceeds towards payment under the contract for Supply, Installation,
   Commissioning and Support of Biometric Capture Devices (IRIS & Fingerprint) for NIRA
   Multi-Modal ABIS Project for National Identification and Registration Authority (NIRA),
   Somalia. For this contract, the Borrower shall process the payments using the Direct Payment
   disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment
   Project Financing, except for those payments, which the contract provides to be made through
   letter of credit.
2. The Ministry of Finance, Somalia now invites sealed Bids from eligible Bidders for Supply,
   Installation, Commissioning and Support of Biometric Capture Devices (IRIS &
   Fingerprint) for NIRA Multi-Modal ABIS Project for National Identification and
   Registration Authority (NIRA), Somalia
3. Bidding will be conducted through International Competitive Bidding using Request for Bids
   (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers”
   November 2023 (“Procurement Regulations”), and is open to all eligible Bidders as defined in
   the Procurement Regulations that meet the following minimum qualification criteria
   a) Bidder’s Financial Capability: The Bidder shall submit audited financial statements
   or, if not required by the law of the Bidder’s country, other financial statements
   acceptable to the Purchaser, for the last Three (3) years prior to bid submission
   deadline, demonstrating the current soundness of the Bidder’s financial position. For a
   joint venture, this requirement shall be met by each member
   b) Bidder’s Experience and Technical Capacity: The Bidder shall demonstrate that it
   has successfully completed at least Three (3) contracts within the last seven (7) years
   prior to bid submission deadline, each with a value of at least USD 500 Thousand that
   have been successfully and substantially completed and that are similar in nature and
   complexity to the Goods and Related Services under the Contract. For a joint venture,
   all members combined may meet this requirement.
   c) Bidder’s Legal Requirements: The Bidder shall be legally registered in its country
   of origin.
