Job Description

Hub Coordinator, Somali Humanitarian Hub (SHH) 

Salary: The salary for the position is competitive

Location: Mogadishu, Somalia Frequently travel to Hargeisa.

Line Manager: Reports to the Hub governance chairperson with dotted line report to the hub host

Hours: 40hours/week, 8:00 am – 4:00 pm

Contract length: Full time contract – 12 months (renewal dependent on funding)

Direct reports: Business Development Specialist, Communication Officer & Membership Officer

Travel: 100% within the country and with occasional global travel

About Somali Humanitarian Hub and Start Network

Somali Humanitarian Hub (SHH) is a locally led national humanitarian hub for civil society innovation and development. The hub was founded to facilitate a shift in the power dynamics of the humanitarian aid sector by equipping local actors with the support and coordination to implement innovative models prioritizing community needs and voices. SHH is a vibrant locally led humanitarian system that is centred around disaster affected communities.

Somali Humanitarian Hub (SHH) is a part of the Start Network, a global humanitarian network of hubs tackling what we believe are the biggest systemic problems that the humanitarian sector faces. Start Network’s vision is for a locally led humanitarian system that is accountable to people affected by and at-risk of crises. We aim to achieve this vision by making systemic-level shifts in the way humanitarian assistance is approached and delivered. To achieve this, we need a substantial change to the current structure evolving from the centralised structure of today to a dispersed, international network of hubs operating nationally and regionally. Somali Humanitarian Hub is one of these important hubs within the Network.

About Taakulo Somali Community

Taakulo Somali Community is one of the hub member organizations. The organization will be the host of the Somali Humanitarian Hub (SHH). TAAKULO Somali Community  is commonly known by the acronym “TAAKULO”. TAAKULO is a multifaceted non-governmental, non-profitmaking, non-political and nonpartisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland, and has regional offices throughout Somaliland, Somalia, and the Somali region of Ethiopia.

Job Purpose

The Hub Coordinator is responsible for driving forward and implementing the work of the Hub with oversight, direction, and support from the      Somali Humanitarian Hub Board led by its Steering Committee.

The Hub Coordinator will lead in the network development process with support from the hub leadership team and other relevant governance bodies. This responsibility will evolve as the hub progresses from the incubation phase into an independent hub within Start Network.

The Hub Coordinator will also be responsible for coordinating with Hub and Start Network members in Somalia and Somaliland, managing, and reporting on grants received, coordinating with programmes and initiatives of the Hub, reaching out to external stakeholders, and taking on representational roles as delegated by the Hub Leadership Team. The Hub Coordinator will also play a critical role in documenting learning and information about the Hub, as well as engaging with the wider Hub collective in the Start Network, and with the Start Network secretariat team.

Key Responsibilities Drive forward the Hub Incubation process, under the oversight of the Steering Committee

  • Facilitate the Hub Steering Committee and Hub members to strategically design and develop the necessary systems and infrastructure for a strong and effective Hub and implement those decisions in line with those strategic decisions.
  • Formalize the Hub governance structures under the direction of the hub leadership, through developing clear governance documents, policies and structures. Provide effective support to the governance structures, including organizing meetings, delivering on agreed actions, ensuring clear record of decisions, and transparent communications with relevant stakeholders.
  • Ensure the Hub is progressing along its aims and targets, including facilitating the hub governance team to develop a roadmap / plan for progression through Hub Incubation, and working to deliver and report on plans, as well as to adapt, learn and pivot as necessary.
  • Timely reporting to the hub governance or its delegated authority.
  • Ensure that hub meetings are scheduled and conducted monthly.
  • Facilitate effective communication at all levels between the secretariat, hub members and other departments and organisations.
  • Lead the development of and implementation of a business development strategy and plan, under the oversight of the  hub governance or delegated authority.
  • Actively engage with donors and develop funding proposals to raise funds for the Hub.
  • Facilitate the hub governance or delegated authority to develop a clear and effective financial and business model for the Hub, supported by the Start Network.
  • Collaborate, coordinate, and engage with the Start Network’s teams and wider network of peer Hubs to feed into the design, learning and development of the Hub model, as well as coordinating technical support from the Start Network and peer Hubs to support the South Sudan Hub. This includes attending cross-hub meetings and feeding back information to relevant decision makers; engaging in learning, reflection, and co-design opportunities; proactively engaging with Start Network and fellow Hubs and their secretariat staff.

Coordinate Hub programme management and ensure alignment with Hub strategy.

  • Support the Hub to design and develop programmes and collaborate with other stakeholders to oversee planning and reporting of programme delivery. Ensure programmes are in line with Hub strategy and working to further the Hub vision. 

Membership intake and engagement

  • Ensure clear, consistent, and transparent communication and engagement with Hub and Start Network members in Somalia and Somaliland. This includes:

o   Developing and implementing a membership engagement strategy, which will include collaborating with members on various hub initiatives, programmes, and meetings.

o   Ensuring members are clear on their rights, obligations, benefits and have signed a membership agreement with the Hub.

o   Serving as a point of contact for member queries, concerns, and needs

o   Escalating membership concerns or complaints as necessary

o   Ensuring strong and consistent communication with members and connecting them with opportunities from Start Network and Peer Hubs.

o   Following up with members on any obligations, such as participation and membership fee payment

  • Run clear, transparent, and efficient membership intake processes when the Hub has a window to open membership. This includes:

o   Developing required membership strategy/joining criteria or policy documents

o   Setting a direction and scope for each membership intake

o   Running a call for membership, engaging with interested potential members, and managing the application process and selection.

o   Liaising with Start Network on relevant due diligence and membership processes, which may include scoping a local due diligence provider.

  • Collaboration with Start Network’s membership and governance team to support alignment and shared ways of working.

Engage with wider stakeholders in line with the vision and mission of the Hub.

  • Support in building strategic alliances and partnerships with relevant agencies, institutions, and stakeholders with similar line of interest and synergies and explore opportunities for potential collaboration.
  • Work closely along with national networks for engagement and interactions to achieve the established vision of the hub.
  • Ensure the Hub has a communication strategy including brand building and visibility for the Hub.
  • Represent the Hub in relevant external forum, as delegated by the Hub Leadership Team.

Build a coherent and strong Hub secretariat structure.

  • Support and oversee the Business Development Specialist, the Communication Officer and Membership officer in designing interventions and assisting them in preparation, implementation, and monitoring of hub incubation activities.
  • Regularly coach and offer supportive supervision to the staff.
  • Develop a strong and effective team culture and ways of working across all the staff, which may include putting in place rhythms of in person and virtual team meetings, learning and reflection sessions and promoting collaboration and collective problem solving.
  • Line management and recruitment of necessary staff and consultants.

Engagement with Start Network and peer Hubs.

  • Take on primary responsibility for interfacing with Start Network, to ensure smooth communication on behalf of the Hub Leadership Team and represent the Hub to the Start Network platforms as and when directed by the Hub Leadership Team.
  • Ensure members attend hub meetings and follow up with action points of hub and all hubs meeting to conclusion. Coordinating with other hubs with a perspective of South-South Cooperation

 

Any other tasks in line with the scope of the role as directed by the Hub Leadership Team

Experiences and Qualifications

Educational Qualifications Relevant

  • Masters in the field of Social Science/Disaster Management/Development Studies and any related domain
  •  

Professional and Educational Background

  • Bachelor’s degree in social science/Disaster Management/Development Studies/ Project Management or other related disciplines.
  • Master’s in social science/Disaster Management/Development Studies/Project Management or other related disciplines is an added advantage.
  • 10 years of experience in the humanitarian response sector with at least 5 years of experience in effective network management at senior level.
  • Experience working within or in support of networks, consortia, or similar coalitions.
  • Understanding of the humanitarian architecture, including debates around localisation, decolonisation and locally led action (desirable)
  • Strong written and verbal communication skills with good experience in result-based approaches.
  • Demonstrated skill sets in networking and facilitation.
  • Demonstrated ability to liaise with Government representatives and donors.
  • Experience in building partnerships with a diversity of organisations
  • Experience in developing policies or effective governance structures.
  • Experience of project and financial management; (experience of supporting specifically local and national organisations in managing projects and finances is desirable).
