What we are looking for

 

The Norwegian Refugee Council (NRC) is seeking a Gender and Youth and Social Inclusion Lead for its BHA-funded resilience and food security activity in Somalia, commencing in September 2024. The Gender and Youth and Social Inclusion Lead will be instrumental in ensuring that the program effectively addresses the needs and promotes the rights of women, youth, and marginalized groups within the framework of the BRCiS Consortium.

What you will do

Key Responsibilities:

Inclusion Strategy and Program Integration:

  • Develop and implement an inclusion strategy that addresses gender, youth, and social disparities.
  • Ensure integration of gender and youth considerations in all program components, including food security, livelihood, cash and voucher programming and health.
  • Lead the mainstreaming of gender, youth, and social inclusion across consortium activities.

Gender Analysis and Research:

  • Design and conduct gender analysis research to inform program strategies and interventions.
  • Utilize research findings to adapt and improve program approaches for better inclusion of women and youth.

Consortium and Community Engagement:

  • Collaborate with consortium members to promote inclusion and diversity in program design and implementation.
  • Foster partnerships with local organizations and community groups to enhance program reach and impact.
  • Engage with the local population to understand and respond to gender and youth-specific needs and challenges.

Capacity Building and Advocacy:

  • Build capacity of consortium staff and partners on gender, youth, and social inclusion principles and practices.
  • Advocate for the rights and needs of women, youth, and marginalized groups within the consortium and broader humanitarian community.

Accountability and Feedback Systems:

  • Develop and maintain accountability and feedback mechanisms that are sensitive to gender and youth issues.
  • Ensure that program activities are responsive to the feedback and needs of women, youth, and other vulnerable groups.

Monitoring and Learning:

  • Contribute to the development and implementation of a learning agenda focused on inclusion, accountability, and safeguarding.
  • Collect and analyze data to inform evidence-based programming and report on inclusion outcomes.
  • Monitor the effectiveness of gender and youth inclusion strategies and adapt approaches based on learning.
  • Share insights and best practices within the consortium and broader humanitarian field.

Safeguarding and Protection:

  • Ensure adherence to NRC's safeguarding policies and standards.
  • Address and mitigate safeguarding risks within program activities.

Experiences and Qualifications

  • Advanced degree in Gender Studies, Social Sciences, International Development, or related field.
  • Minimum of 5 years of experience in gender and youth programming, preferably in humanitarian or development contexts.
  • Proven experience of working in fragile contexts
  • Proven experience in implementing inclusion strategies in livelihood, cash and voucher programming, and safeguarding issues.
  • Proven experience of working on BHA or USAID multi-year funding

Skills and Competencies:

  • Strong analytical and strategic planning skills.
  • Excellent leadership and team management abilities.
  • Effective communication, advocacy, and stakeholder engagement skills.
  • Sensitivity to cultural differences and the ability to work in diverse environments.
  • Fluency in English, both written and spoken.
