Position Title: EDUCATION MANAGER
Reporting To: Programme Director ( Functionally)
Location: Baidoa, South West State
Position Summary
Education Manager will manage and lead Education can’t Wait -First Emergency Response (ECW-FER) project in South west state of Somalia and will closely work with other partners implementing the project and the relevant line ministries. The role holder will be responsible for program management including budgetary responsibilities; and will closely work with the Program Director on the Education themes.
The candidate is expected to lead project staff based in the different field location and provided oversight in the in the project management and provide strategic direction. The role holder will closely be working with the Area Managers for the field level program operations and will represent the organization in different state and national coordination fora.
Qualification and Job competencies:
The candidate must have progressive academic qualification and must have a minimum of Master in Educations, Educational planning and strategic management from accredited university.
The candidate must have at minimum 12 years of working experience in Education in emergency in a humanitarian/recovery context and working with education projects.
Proven expertise in the development of education portfolio and possession of high capacity in the development new education proposals and concept notes.
Result and action-oriented educationist with proven expertise in different educational approaches including Education in Emergency programming.
Working experience in Somalia in the education sectors
Documented results related to the position’s responsibilities.
Fluency in English, both written and verbal.

JOB RESPONSIBILITIES:
Line management of Education project field staff
Adherence to SOS CVS policies, guidance, and procedures
Contribute to Education strategy development, project proposals and provide input on needs and gaps
Manage and implement delegated portfolio of Education projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
Provide regular progress reports to National Programme Director
Promote and share ideas for improvement and necessary changes in the activities
Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
Ensure capacity building of project staff and transfer key skills
Liaise and collaborate with relevant local authorities and other key stakeholders
Promote the rights of IDPs/returnees in line with the advocacy strategy
Specific responsibilities
Overall responsible for the management of ECW_FER Project in South west State of Somalia
Prepare/develop narrative and budgets for proposals in conjunction with the national Programme Director and location management team.
Support in strengthening education sectors, assessment, capacity building of frontline staff and partners staff in South west program locations.
Actively promote the rights of IDPs/returnees and be protection and advocacy oriented.
Document technical issues and questions, and channel to the PD.
Ensure a constructive co-operation with SOS CVS’s other programmes in the Area.
Communicate regularly with the project staff by offering support and advice as relevant and taking note of their experiences and suggestions.
Conduct all project targeted site visits and support the initiation of taking corrective actions to address gaps and other relevant matters.
Ensure a constructive co-operation with local authorities and line ministries
Ensure a constructive co-operation with other international and local NGOs as well as the UN family, particularly in the education sector.
Ensure a constructive co-operation with SOS CVS Education teams in other field offices.
Participate in relevant coordination for a including sub-national education coordination forms and other humanitarian fora as deemed relevant to the sector.
Prepare project progress updates and participate quarterly monitoring workshops/meetings.
Any other assigned task relevant to the position as requested by the National Programme Director.
