Data and Information Technical Specialist

Resilience Programme Coordinator (Administratively) and MEAL Manager (Technically)

The Data and Information Technical Specialist will report to the Resilience Programme Coordinator and MEAL Manager. Liaises with the Resilience Team and MEAL team.

Job Location:

This position will be based in Concern’s Mogadishu office with frequent travel to support Concern teams and Partners in all programme locations

Contract Details:

1 year & renewable

Job Purpose:

The Data and Information Technical Specialist will be responsible for designing, implementing, and maintaining robust data management systems ensuring accurate and efficient analysis of data to support organizational decision-making. He/she Will provide capacity building and technical support on information management and data analysis to Concern staff and Local Partner Organisations. Consequently, he/she will support the Resilience Programme Coordinator/Team with in-depth data analysis and design/improvement of M&E tools for the Resilience Programme.

Main duties &

Responsibilities:

Data/Information Administration and Management:

  • Collaborate with programme team and other stakeholders to understand information needs and requirements.
  • Support the design, implementation, and management of data/information collection, storage and retrieval systems.
  • Ensure the accuracy, integrity, reliability and availability of programme data and information.
  • Conduct data and information quality reviews and ensure the information and data are collected in a valid, reliable, and timely manner for submission to donor.
  • Develop and maintain databases and data systems to track programme interventions and participants.
  • Enhance use of digital data management including the use of iform Builder, Kobo, ODK etc.
  • Manage programme Indicator Tracking Tools/Project Performance Tracker (IPTT)
  • Oversea the MEAL plan, Logframe, Result frameworks

Data analysis, Reporting and Visualization:

  • Conduct data analysis of all programme datasets and provide recommendations for programme decision-making and learning.
  • Conduct programme reviews and disseminate findings
  • Using tools such as Tableau, Power BI, Microsoft Excel and similar tools, support teams with clear data visualization
  • Prepare data findings that are understandable by both technical and non-technical stakeholders
  • Support Early Warning Early Action (EWEA) monthly data collection, analysis on early warning indicators and thresholds monitoring

Proving MEAL Technical backstopping and Capacity Enhancement

  • Provide technical assistance and capacity strengthening of the MEAL staff of local implementing partners.
  • Conduct field visits to implementing partners. Identify areas with technical gaps and provide recommendations for improvements to the Programme Coordinator.
  • Lead qualitative and quantitative programme impact surveys, baseline and endline surveys, mid-term reviews and other similar processes
  • Represent Concern in MEAL, and other relevant Consortium meetings
  • Lead/input to assessments, evaluations, studies or research
  • Support the team in the documentation of project results, impact, and best practices as well as prepare quality and concise reports on the evidence generated from monitoring and evaluation processes with relevant recommendations for programme learning and adaptation.  
  • Promote the use of participatory approaches and ensure ownership of monitoring and evaluation tools by the programme team and target communities.
  • Provide technical guidance, training and continuous support to the programme team in the planning and implementation of MEAL activities, ensuring high quality standards and compliance with Concern’s and donor’s SOPs and regulations.
  • Contribute to collecting relevant information and document case studies about project activities, progress, challenges and the impact these activities have on the lives of beneficiaries.
  • Carry out or participate in rigorous monitoring field visits and provide accurate reports with recommendations and action points.
  • Provide input into budget management issues related to the MEAL components of the programme.
  • Build capacity of Concern and partner staff in interpreting and analyzing MEAL data to support programme development and adaptation

  General and other duties:

  • Contribute to emergency response action when requested by the Programme Coordinator/MEAL Manager.
  • Provide surge assistance for training, data collection and translation or programme implementation as requested.
  • Assist in the design of visibility outputs and ensure application of donor and Concern visibility in compliance to guideline and standards
  • Work in an interactive and coordinated manner with the other Concern staff and identify and encourage synergies within and across programmes to achieve an integrated approach that supports the overall country strategy.
  • Any other ad hoc duties as may be assigned by the Resilience Coordinator/MEAL Manager.

  • Ensure the non-disclosure of any information whatsoever acquired in the course of duty, relating to the practices and business of Concern Worldwide, to any other person or Organization without authority, except in normal execution of the above duties and as covered by data sharing agreements.

 

Accountability  and Safeguarding

In line with Concern’s commitments under the Core Humanitarian Standard (CHS) and FCRM:

  • Be aware of Concern’s security procedures and guidelines in place, abide by them and ensure other staff are aware of and follow them
  • Ensure the application of Concern policies & procedures, Program Participants Protection Policy, Code of Conduct and other associated policies and assist in their proper application.
  • Ensure that all partner relationships related to MEAL are managed effectively, in line with Concern Somalia/Somaliland Partnership Policy.
  • actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E); 
  • work with relevant colleagues  to ensure that the Feedback, Complaints and Response Mechanism (FCRM) is functional and accessible, that feedback and complaints are welcomed and addressed; 
  • Work with relevant colleagues to ensure that information about FCRM, safeguarding and expected staff behaviour is disseminated among programme participants and communities. 

 

Concern Code of Conduct and Associated Policies

  • Ensure adherence to the Concern Code of Conduct and Associated Policies
  • Ensure finance staff understanding and adhere to the Concern Code of Conduct and Associated Policies
  • Ensure the Core Humanitarian Standards (CHS) are understood by finance staff.

Experiences and Qualifications

QUALIFICATION AND EXPERIENCE:

  • Bachelor Degree in Statistics or any related technical fields. Master degree is desirable.
  • Minimum of 5 years of work experience in the field of Statistics and/or Monitoring and Evaluation.
  • Proven experience in carrying out Value for Money (VfM), value chain analysis and market analysis.
  • Demonstrable experience in creating excel and other platform based models and tools for Value for Money (VfM) analysis.
  • Experience in early warning systems and/or resilience programme monitoring
  • Experience in conducting impact monitoring will be an added advantage.
  • Good knowledge of Logical Frameworks and Value for Money 4E analysis framework.
  • Proven experience and ability in building the capacity of staff and in facilitating trainings & coordination meetings. 
  • Demonstrated training and experience in the design of data collection tools, including survey design, data collection, cleaning, data visualization analysis and dissemination.
  • Strong knowledge of ICT applications and development – especially spreadsheets, databases and Digital Data Collection tools such as iform builders, ODK or Kobo. Working knowledge of SPSS or STATA is an added advantage.
  • Exhibits highly critical analytical thought processes and creativity in problem solving.
  • Very high attention to detail and presentation. Must be well organized and have the ability to work independently.
  • Strong oral and written communication skills and ability to write clear and concise reports in English;
  • Ability and willingness to work in low profile in remote programme areas.
