The purpose of the Country Health Programme Coordinator is to optimize humanitarian outcomes through coordinating the design and implementation of country programs in line with Operational Framework and technical standards.

Strategic responsibilities:

• Ensure the alignment of projects and adherence to the Operational Framework, including technical standards and project management methodologies.
• Oversee program development and ensure humanitarian results in line with predefined operational outcomes.
• Coordinate with Hots National Society and country team to ensure effective collaboration and smooth execution of country program portfolio.

Some operational responsibilities:

• Oversee the day-to-day implementation of Norwegian Red Cross programmes in the country, ensuring activities are carried out in accordance with the country operational strategy and project documentation.
• Promote, lead, and support technical assessments and scoping missions as requested.
• Contribute technically to project development including project packages and proposals as needed.
• Supervise implementation monitoring and evaluation frameworks to assess program effectiveness and provide recommendations.
• Lead and quality assure technical mid-term and endline reviews upon request and contributes to terms of reference and inception reports to final evaluations.
• Contribute technically and support the preparation of tertiary and yearly Norwegian Red Cross reports as well as other relevant reports.
• Support in providing trainings and coaching Host National Society project staff
• Deputize for CM when required.

Experiences and Qualifications

Qualifications

Collaboration:

• Liaise with the Deputy regional representative , Technical unit and Global Disaster Management Unit related to preparedness and emergencies in the country as relevant.
• Liaises with HNS technical project teams and key local stakeholders to ensure relevance of technical assistance provided.
• Liaises with other parts of Red Cross Movement and relevant actors within thematic cluster to strengthen cooperation and optimize efficiency and complementarity of operations.

Mission Specific Responsibilities:

• The position is based in Somalia moving between Somaliland and Puntland with frequent visits to south and central Somalia, dependent on security situation and associated programmatic prioritization. The position is responsible for managing NoRC’s bilateral health programmes with SRCS in Somalia. The position can also be asked to provide health surge capacity support to other NoRC’s country offices in the region upon request.

Other mission specific responsibilities include:

• Ensure linkage and complementarity of Host National Society community health including community-based surveillance activities with health services supported by NoRC.
• Provide technical support to cash for health and Protection activities under Somalia portfolio.
• Provide technical support to health activities including project assessments, integrated primary health care activities, Integrated Community Case Management (ICCM), health promotion, community-based surveillance, development and training of epidemic response teams, amongst others.
• Represent NoRC in technical meetings and other events in Somalia.
• Provide support to additional activities as requested by the line manager.

Personal qualities

Formal Competence:

• University Degree in clinical discipline (e.g. Medicine, Nursing).
• Masters or postgraduate degree or training in Public Health.
• A minimum of 5 years' experience in health humanitarian response with at least 3 years in LMIC

Skills and Knowledge:

• In-depth understanding of health technical standards and the operationalization of those standards in humanitarian projects.
• Strong expertise in primary and community health, epidemic surveillance, and SGBV preferred.
• Proven experience in project management, including needs assessments, project design, and reporting.
• Expertise in building technical capacities of local organizations.
• English work proficiency is required.
• Advanced understanding of the use of innovative tools and approaches in health, is an asset
• Previous experience working in the Horn of Africa desired
