Job Description

Org. Setting and Reporting

This position is located in the Supply Chain Management Pillar within the United Nations Support Office in Somalia (UNSOS) based in Mogadishu. The incumbent reports to the Chief of Services, Supply Chain Management.

Responsibilities

Within the delegated authority, the Chief of Unit Supply Chain Management will be responsible for the following duties: • Participates in the mission planning process throughout the mission lifecycle, with particular attention to supply chain areas and contributes to an integrated approach and consistency in implementing and operationalizing the integrated supply chain approach within the mission. • Provides effective and timely planning, oversight, management, and coordination of SCM operations. • Develops policy and procedures documentation for Supply Chain/Logistics Process. • Integrates and monitors the implementation of supply chain plans/logistics support. • Initiates the development and implementation of the supply chain work plan, including supply chain forecasts, priorities and anticipated requirements. Implements policies and procedures to facilitate achieving work plan goals. • Ensures coordination and monitoring of strategies and programmes for the supply chain activities of the mission and consolidates the required human and financial resources for the service. Rapidly redirects the work plan to accommodate and support major operational changes in the mission. • Liaises between the mission and Headquarters staff on supply chain matters and coordinates day-to-day support to operations. • Develops and implement a service optimization program to promote continuous improvement in the quality and delivery of supply chain activities to mission clients. This includes regularly reviewing critical and key supply chain processes to identify and resolve bottlenecks, delays, and inefficiencies. Further, this also includes establishing relevant strategic supply chain performance indicators, which provide data and analysis for the review of senior management. • Ensures that all processes and systems in place are relevant and cost-effective. Ensures, through collaboration with all stakeholders, the implementation of the end-to-end supply chain programmes. • Establishes a set of robust policies, procedures, practices, standards and tools for the management of the supply chain that is consistent with UN regulations, rules, policies and practices to ensure proper budget, accounting, procurement, financial, assets and human resources management and control of supply chain expenditures. • Assumes responsibilities of certifying officer, as / when needed. • Provides strategic advice to the Pillar Head and Chiefs of Section within Supply Chain Management Service on the necessary managerial, logistical and administrative support required to fully implement the integrated supply chain. • Maintains active communication with UN headquarters and the global and regional service centers supporting the mission in relation to supply chain management activities. • Actively engages with civilian, police and military components within the mission to ensure coordinated, high quality supply chain support in accordance with their operational requirements. Provides effective management of human, financial and material resources of the supply chain. • Liaises, negotiates and coordinates with national authorities with respect to supply chain matters. Provides guidance, support and supervision to administrative and logistics support staff within the supply chain service as well as audit and evaluation services, as appropriate. • Provides support and coordination with UNSOS Sections to establish the Mission’s priorities and resource allocation within the overall Mission Support Plan framework and guidance from mission senior management. • Performs other related duties as required.

Experiences and Qualifications

Advanced university degree (Master's degree or equivalent) in supply chain management, business administration, logistics or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Certification in SCOR-P is desirable. Certification in Project Management methodology released by an accredited body (e.g. PRINCE 2 Practitioner Level) is desirable

A minimum of seven (7) years of progressively responsible experience managing supply chain operations, management of human and financial resources are required. Management experience in technical leadership skills in a complex environment is required. Experience managing supply chain/logistics operations in an international environment is required. Experience in evaluation of performance data, forecasting requirements, inventory and quality control is desirable. Experience in highly complex operations in a conflict or post-conflict environment is desirable. Experience in data analytics or related area is desirable

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
