Plan international in Somalia/Somaliland implements programmes that focus in particular on child protection, influencing and advocacy, education and youth economic empowerment, in addition to providing capacity building and working with as well as through partners such as local NGOs, fellow INGOs and the relevant governments in Plan’s areas of expertise.

Plan International Somalia aims to continue to build its annual budget portfolio to reach vulnerable and excluded children, particularly girls every year, with high quality gender transformative programs and influencing work that deliver long lasting benefits. The Business Development Manager is responsible for identifying funding opportunities aligned to program and influencing strategic priorities, coordination of writing and submission of winning funding proposals, formation of strategic partnerships for fundraising and submission of competitive bids and strengthening systems and processes for effective grant management, as well as management of the relationship with donors and Plan’s National Offices (in donor countries)

DIMENSIONS OF THE ROLE

The Purpose of this role is to lead growth and diversification of the income portfolio for Plan International Somalia in line with the priorities and to implement and/or shape the country resource mobilization strategy. The incumbent will be responsible to expand and diversify the institutional donor portfolio as well as the corporate donor base. The post holder will work proactively with National Offices (NOs) within the Plan Federation, to identify and win appropriate grant awards by ensuring the timely and quality delivery of successful proposals and building the capacity of team members in the development of strong quality proposals.

The post holder will be a member of the Country Leadership Team (CLT) on grants management related country activities. S/he will report directly to the Country Director. The post-holder will be based in the Hargeisa office with extensive travel to Nairobi, Mogadishu and Plan’s offices in donor countries (NOs).

S/he will uphold Plan's Core Values and promote Plan’s Purpose and programme principles (transparency, gender equality and diversity) to enhance programme impact.

ACCOUNTABILITIES

 

1. Plan International Somalia maintains a portfolio of suitable, medium and large grants and a pipeline of future funding opportunities to meet agreed future grant expenditure targets.

· Implement and/or update resource mobilization plans to operationalize a resource mobilisation strategy of Plan International Somalia.

· Ensure development of regular reports and analysis of the implementation plans, mapping between program priorities and donor opportunities, funding analysis, etc to be used by management for tracking progress against the targets, review and decision making.

· Actively identify opportunities and develop proposals in line with agreed organizational procedures and in close coordination with the relevant staff and other relevant departments.

· Ensure that all categories of program costs are taken into account at the conceptualization and submission stage of grant preparation.

· Monitor, analyze and consolidate relevant grant information and disseminate where relevant within Plan International Somalia.

· Produce and regularly update a comprehensive mapping of all donor opportunities (by sector and geography) in Somalia;

· Lead on developing and packaging proposals to suit the requirements of different donors, including working with the programme communications team to develop separate marketing materials aimed at different audiences (NOs, Institutional donors, Corporates etc.).

2. Plan International Somalia has an excellent working relationship with all of Plan’s NOs, in-country partners and donors

· In coordination with the relevant departments and units within Plan International Somalia and National offices, act as Plan International Somalia representative on fund acquisition matters, representing the interests of Plan International Somalia to National Offices, donor organizations and other stakeholders.

· Ensure, in coordination with the relevant departments and units within Plan International Somalia, to develop, manage and maintain strategic partnerships with local donor missions, including bilateral and multilaterals.

· Develop and maintain a strong and professional image of Plan International Somalia among relevant donors.

· Lead on researching where potential opportunities for funding can be found;

· Ensuring successful on-going donor relationship management and ‘ownership’ of relations with donor representatives locally

· Lead partnership initiatives at various levels of grant acquisition, support implementation and provide leadership in case of the formation of consortia.

· Lead on partnership dialogue, support on partner assessments, developing and signing of pre-teaming and teaming agreements, review of partner tools and managing relation with different partners including local and international NGOs.

 

3. Lead a high performing fundraising team and ensure all relevant departments have the necessary knowledge and skills to acquire and implement sustainable grant funding

· Identify and coach competent staff for grants acquisition and implementation

· Co-ordinate with the Country Director and HR Department to strengthen the capacity of staff and partners in building donor relations, generating resources (technical, funding, material) and managing/reporting on grant-funded programs and projects.

· Work with the Finance and Program departments to ensure the effective utilization of grants monitoring systems in terms of projections and forecasting, the monitoring of expenditure, negotiations with grantors for budget modifications and completion of project reports.

This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

 

 

4. Dealing with Problems

The position involves a high degree of complexity in resolving a wide range of challenges which typically occur in sourcing funds and managing external relations. This will also encompass strengthening accountability, planning, management and adherence to policies and procedures, and promoting a culture for delivery of results, both short and long term. The post holder will demonstrate the ability to problem solve, thinking strategically while introducing innovations as needed to meet the demands of a dynamic and sometimes unpredictable operating environment.

KEY RELATIONSHIPS

· Excellent working relationships will need to be built with the Programmes Implementation Manager, Programme Quality Manager, Member State Team-Leaders,, Communication Team, other members of the country management team and other relevant units within Plan International Somalia, National Organisation counterparts, and the Country Director. The post holder will also be required to work closely with the Country Finance team.

· Regularly inform and advise the Programme department and the Country Director of strategic funding information and trends to ensure Plan has the necessary information to secure funding.

Experiences and Qualifications

Master’s degree, or equivalent practical experience, in interdisciplinary areas within human rights, international humanitarian assistance and development and program leadership.

· 10 years of demonstrable experience in managing multi and bilateral donor funded grants/contracts and other fund sources in a senior management role.

· Proven experience in grant and financial management in NGOs, in particular in emergencies.

· Extensive experience in developing proposals and budget formulation

· Understanding of multiple donor policies and procedures particularly ECHO, OFDA, Start Network, DEC, DFATD, SIDA, DFID, USAID, EC and UN Agencies

· Ability to undertake strategic and programme planning

· Proven ability to maintain strong relations with donors and NOs

· Proven experience in implementing and/or shaping grant management procedures during an emergency response

· Proven experience in incorporating gender issues into funding submissions.

· Strong understanding of gender equality programs and meaningful child participation.

· Knowledge of development challenges and contexts in Somalia, in particular in child rights, girl’s rights and child protection.

· Demonstrated experience working collaboratively and supportively without the need for close supervision.

· Familiarity with various donor guidelines and requirements.

· Proficient computer skills and use of relevant software and other applications (e.g. Sharepoint, Microsoft Office, databases).
