Organizational Background

GREDO is an indigenous local NGO.  Non-profit non-partial, non- political and voluntary organization based in Baidoa. To reach the most affected grass-root communities in South Central Somali regions effectively and efficiently, the necessity of local partnership in relief program appeared. Responding to the partnership need, a group of Somali intellectuals and well-wishers initiated in December 1992 a local non-governmental organization called Gargaar Relief and Development Organization (GREDO) the organization has implemented during these period different projects including relief and emergency programs and later improved into rehabilitation and developmental programs.

Job Summary

GREDO Somalia is in need of a dynamic and experienced Access and Security Coordinator who can provide general technical guidance for GREDO's operations in order to gain and maintain secure, principled, and sustainable access to hard-to-reach populations throughout Somalia. A rising number of conflict- and displacement-affected people in Somalia are suffering an unprecedented drought, and they are now unable to receive protection and basic aid under their rights. The GREDO's activity in Somalia stresses the need for greater emphasis on affected people who live in remote areas or are otherwise marginalized and difficult to reach. To reduce the risks posed to the programme, personnel and assets of GREDO organization. The Access and Security Coordinator will be expected to rove extensively throughout the GREDO mission, supporting both static field sites.

Responsibilities

Access:

  • Collect, compile, and distribute information relating to humanitarian access to the Senior Management Team, Program managers, and other internal stakeholders in a timely manner.
  • Facilitate effective information flow between field-level access realities and the coordination teams at the area and country levels.
  • Support the facilitation and maintenance of a network of external stakeholders to corroborate information and resolve operational access challenges; this includes extensive engagement at the community level across different areas of GREDO operations.
  • Supports the timely production of district-level context assessments, stakeholder mapping, access dynamics, and trend analysis.
  • Identify opportunities for strengthening access measures, as well as opportunities for promoting community acceptance and accountability to the affected population.
  • Promotes internal sensitization and awareness of internal access documents such as red lines, access reporting systems, etc.

Safety

  • Ensure linkages with the safety team regarding safety and security constraints.
  • Feed into safety team context analysis
  • Provide updates regarding access and safety to relevant safety colleagues at the country level.
  • Liaise, when necessary, with INSO and other coordination bodies.

Project and program development and implementation

  • Participate in relevant programmatic strategy development.
  • Support static field sites with access engagement for respective programming (Health and Nutrition, Protection, FSL, Education, WASH).
  • Support the development of programming modalities and the implementation of programs in hard-to-reach populations.
  • Review and advise on assessments and inclusive targeting of hard-to-reach populations, including marginalized communities.
  • Participate in relevant programmatic strategy development.

Collaboration

  • Work closely with the partners and other stakeholders in developing and/or strengthening components of hard-to-reach approaches related to:

ü  The Access Framework

ü  Humanitarian Space, Access, and Needs-Centered Advocacy Coordination

  • Represent GREDO in the Access Working Group and/or McCord working group, dependent on coordination with the Emergency Coordinator and Head of Safety and Humanitarian Access, contributing to the development of collective strategy and guidelines for the wider Somalia response.
  • Participate in relevant coordination fora as necessary.

Capacity Building

  • Lead on the rollout of training modules for GREDO Staff, including:
    • Humanitarian Access
    • Humanitarian Negotiations
    • Civil-military coordination (TBD)
  • Support in the development of training materials regarding humanitarian principles, IHL, communities, and local authorities

Accountability

  • Ensure compliance with the GREDO procurement policies and donor guidelines.
  • Ensure compliance with the GREDO risk and accountability frameworks.

Strategic Development and Advocacy

  • Contribute to the development and implementation of GREDO’s Access strategy, taking the lead on hard-to-reach issues and constraints.
  • Support the HPA in the development of an advocacy strategy for GREDO, integrating access advocacy objectives into the strategy.

Other Duties

Any other duty given by the Executive Director/Operations Director or his/her representative.

Experiences and Qualifications

  • Advanced university degree (master's degree or equivalent) preferably in political/social science, international relations, law enforcement and/or business management (with a focus on security management). A first level University degree with a relevant combination of academic qualifications and experience in a related area may be accepted in lieu of the advanced university degree. Graduates of Police/Military War Colleges and Senior Staff Colleges may also be considered.
  • Formal security qualification
  • Minimum 5 years’ practical field experience in security management (e.g. military, police, or direct INGO security management) in challenging or insecure environments, with good knowledge of personnel and organisational security issues, threat/risk assessment, security management and awareness;
  • A clear understanding of the philosophy and mode of operation of NGOs in Somalia
  • The candidate must have a well-established information network within Somalia.
  • Experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions
  • Experience of incident reporting, information collation and analysis functions
  • Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination
  • Highly developed interpersonal and communication skills including influencing, negotiation and pragmatism
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
  • Ability to present complex information in a concise and compelling manner
  • A high degree of common sense and a genuine interest in people.
  • Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Ability and willingness to dramatically change work practices and hours, in the event of emergencies
  • Willingness to work and travel throughout Somalia/Somaliland
  • Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint
  • Fluency in English and Somali, both written and spoken
  • Commitment to GREDO policies and values.

Desirable

  • A formal security qualification or appropriate security management training
  • Experience in security provision in emergency response
  • Background in large international non-governmental organisation or other international relief/development body.
  • Access and other database/mapping systems

Working Conditions

Based in Baidao, Somalia with frequent travel to different GREDO offices and sites.

The specific hours of work established for all employees working hours are Saturday to Wednesday 08:00 am until 04:00 pm and 08:00 am until 12:00 Thursday in Somalia.  However, your own hours of work will be dependent on the extent of your workload at any particular point in time.
