Position Overview
The Value Chain Officer will play a central role in designing, implementing, and monitoring livelihood and
income-generating activities (IGAs) for widow- and orphan-led households in Baidoa. The officer will ensure
that market-driven approaches, financial literacy, and group-based savings mechanisms are effectively
integrated into the project, enabling sustainable household income and resilience beyond the project’s
duration.
Main Responsibilities
 Conduct value chain and market assessments to identify viable IGAs (petty trade, tailoring, livestock
rearing, food processing, mobile repair, etc.).
 Support beneficiary group formation (Self-Help Groups) and strengthen their capacity in savings,
financial literacy, and collective decision-making.
 Facilitate skills-oriented trainings in collaboration with line ministries and technical experts (e.g.,
animal husbandry, tailoring, small business management).
 Oversee the distribution of productive assets and interest-free start-up capital, ensuring
transparent and accountable revolving fund management.
 Establish market linkages and value chain development support for targeted households,
connecting them to suppliers, buyers, and service providers.
 Provide mentorship and coaching to beneficiaries on business planning, savings mobilization, and
entrepreneurship.

 Monitor and evaluate IGAs, documenting lessons learned and success stories for replication and
scaling.
 Collaborate with community elders, women’s committees, and local authorities to ensure alignment
with local development priorities.
 Contribute to project reporting, donor communication, and evidence-based advocacy for sustainable
livelihood models
NB: Employee duties are not limited only to the above-mentioned responsibilities; they may perform other duties as
assigned

Experiences and Qualifications

 Bachelor’s degree in Agribusiness, Economics, Development Studies, Business Administration, or
related field.
 Minimum 3–5 years of experience in livelihoods, value chain development, or income-generation
projects, preferably in humanitarian or development contexts.
 Proven experience in market analysis, small business development, and financial literacy training.
 Strong understanding of gender-sensitive programming and women’s economic empowerment.
 Experience working with community-based groups (Self-Help Groups, cooperatives, savings groups).
 Excellent communication, facilitation, and report-writing skills.
 Fluency in Somali and working proficiency in English required.

Officer will directly contribute to:

 Replicable livelihood models for wider adoption across Somalia and other Human Appeal program.
