Terms of Reference (ToR) for National Consultant for Training Geographic Information System ("GIS") Training in Baidoa, Southwest State of Somalia.

Contract Duration: 5 days

 

Start date of activity: 20th June 2024

 

Location: Baidoa

 

  1. BACKGROUND

 

Gargaar Relief Development Organization (GREDO) is a local non-profit, non-governmental humanitarian and development organization with its Headquarters in Baidoa and have sub-offices across south central Somalia initiated in December 1992 by a group of Somali intellectuals and well-wishers responding to a need. GREDO focuses on aspects of emergency, humanitarian responses and development/resilience programmes.

  1. Objective

 

GREDO would like to engage your services of a consultant to undertake GIS training in Baidoa Somalia. As a consultant you will train GIS to a 15 people.

 

Further, you are to provide QGIS and GPS handsets for demonstrations to support this work.

 

  1. Activities and tasks:

 

The actual course will be delivered in 5 days. The number of estimated hours required to complete the course is 40 hours, which means a workload of 8 hours on average per day.

 

The training topics include:

  1. Introduction to GIS Software (QGIS)
  2. GPS and GIS Introduction to GPS || Types of GPS ||Developing standard procedures and guidelines GPS configuration ||GPS data download and related tasks ||Integrating GPS field data into the GIS database
  3. Development and presentation of maps - GIS Mapping   - Styling and symbolization - Cartography and use of Legends   - Mapping resources/Project activities
  4. Facilitated practical exercises in map making and presentation using project data Basic analysis and Geo Processing Introduction to Geo-processing
  5. Facilitated Practical exercises in Geo-processing
  6. Case studies and demonstration on various GIS based on project’s data
  7. GIS as a tool for WASH/FSL/Nutrition Facilitated Practical exercises in working with GIS Data Using GIS in Impact assessment analysis
  8. Class Practical Exercise: data visualization and Data export.  
  1. Final report in English including in particular the presentations of activities implemented, the outputs (including the progress made by trainees based on pre and post training tests), and recommendations:
  2. Full pre and post training tests documents completed by participants.
  3. Training certificates: to be delivered to all trainees.

 

  1. Required skills:

GREDO seeks to invite qualified consultants/firms who meet the following requirements to submit their detailed narrative and financial proposal on how to undertake the assignment.

  • Advanced degree in Environmental sciences, Geosciences or Computer Science and related fields with more 10 years of progressive experience;
  • Knowledge and experience of the diverse livelihood and agricultural systems, in the region
  • Ability to synthesize scientific information, problem formulation, present and communicate research results and ideas;
  • Extensive knowledge and solid professional experience in designing and updating database and GIS, including on QGIS and QGIS/ArcView.
  • Experience in designing and providing training in GIS to project and technical staff.

 

  1. Targeted training participants
  • Targeted participants will be 15 (M 10, F 5) during this training period.
  1. Training duration

The training is planned during 3rd week of June at 2024 (20th to 25th June 2024) with the exception of Friday weekend.

  1. Expected output

At the end of the training, participants will be rewarded with certificates of their participation, training presentation and a folder full training packages as well help them gain knowledge and skills they need to safeguard children and describes the common types of abuse as well as how to recognize them and also they will be able to demonstrate their understanding of safe programming principles and apply them effectively in their work.

  1.  Budget:

 

  • Consultant shall share financial budget proposal with technical proposal for review.
  • GREDO will cover only the consultancy fee; the consultant has to cover his own expenses, such as tickets, travel expenses, lodging, and any other relevant costs. 

 

  1.  Evaluation Criteria:

 

Consultant applications will be evaluated based on the following criteria:

 

  • Qualifications and experience (30%)
  • Proposed approach and methodology (30%)
  • Relevant experience with non-profit organizations (20%)
  • Budget and cost-effectiveness (20%)

 

  1. Child Safeguarding Policy

The service provider undertakes to abide by the GREDO’s Child Safeguarding policy, which is a statement of GREDO’s commitment to preventing abuse and protecting children with whom it comes into contact.  This extends not only to children with whom GREDO and its partners work directly, but also includes children whom staffs are responsible for GREDO believes that the situation of children must be improved through the promotion of their rights as set out in the United Nations Convention on the Rights of the Child (CRC).  This includes the right to freedom from abuse and exploitation).

 

  1. Confidentiality

You must observe secrecy with regard to any situation and any information that you become aware of during the course of your engagement and which, due to the nature of the issue, must be considered confidential.  The obligation for professional secrecy does not cease at the end of the engagement.
