Job Description

Terms of Reference (ToR) for Consultancy: Development of Strategic Plan for the Ministry of Environment and Climate Change, Somaliland (2024-2027)

Background

The Ministry of Environment and Climate Change (MoECC) of Somaliland, established in 1997, serves as the primary government agency responsible for the management and conservation of the environment and natural resources. The Ministry plays a vital role in promoting sustainable development, poverty reduction, and climate resilience, as outlined in Somaliland's Vision 2030 and National Development Plan III (NDPIII). In response to increasing environmental challenges, particularly those posed by climate change, the Ministry is committed to developing a comprehensive strategic plan for 2024-2027. To support this initiative, Concern Worldwide Somaliland is assisting the Ministry in hiring a consultant to lead the development of the strategic plan

  1. Objective

The objective of the consultancy is to develop a Strategic Plan for the MoECC for 2024-2027. This plan will align with NDPIII, Vision 2030, and the SDGs, offering a roadmap for tackling environmental challenges and promoting sustainable natural resource management.

Scope of work

The consultant will be responsible for the following tasks:

Review of Existing Documents:

  • Review the current MoECC Strategic Plan, NDPIII, Vision 2030, Climate Change Policy, National Adaptation Plan (NAP), and other relevant policy documents.
  • Analyze the progress and achievements of the previous strategic plan, identifying key successes and areas that require improvement
  • Evaluate the changing context and examine the trends shaping the present and future climate and environment-related issues in Somaliland which can then be used to guide the review and provide recommendations on the revised strategy

Stakeholder Consultation:

  • Facilitate a series of consultation workshops with MoECC technical staff, other government officials, UN agencies, INGOs, LNGOs, and private sector stakeholders.
  • Collect input from these stakeholders on sector goals, objectives, outcomes, targets, and priorities.

Sector Analysis:

  • Conduct a comprehensive analysis of the environment protection and climate change adaptation, identifying opportunities, challenges, and mitigation measures.
  • Develop a list of recent, ongoing, and planned projects within the sector.

Strategic Plan Development:

  • Draft the Strategic Plan for 2024-2027, incorporating input from stakeholders and aligning it with national and international frameworks.
  • Develop measurable indicators and targets to track progress towards strategic objectives.
  • Recommend an implementation strategy for achieving the strategic objectives and key result areas

Validation and Finalization:

  • Present the draft Strategic Plan in a validation workshop with key stakeholders.
  • Revise the plan based on feedback from the validation workshop and submit the final document.

Methodology

The consultant will employ a participatory approach, ensuring active involvement from all relevant stakeholders throughout the process. The methodology will include:

  • Document Review: Initial review of relevant documents to inform the strategic planning process.
  • Consultation Workshops: Facilitation of workshops with technical staff and stakeholders to gather input and validate findings.
  • Sector Analysis: Detailed analysis of the current state of the environment sector, including strengths, weaknesses, opportunities, and threats (SWOT).
  • Drafting: Preparation of the Strategic Plan, with continuous consultation with MoECC staff and stakeholders.
  • Validation Workshop: A workshop to present and discuss the draft plan with stakeholders, followed by final revisions.

Deliverables

The consultant is expected to deliver the following:

  • Inception Report: Detailed work plan and methodology within one week of contract signing.
  • Draft Strategic Plan: A draft document including all sections of the strategic plan, ready for review and validation.
  • Final Strategic Plan: The finalized Strategic Plan for 2024-2027, incorporating feedback from the validation workshop.

Duration of Assignment

The assignment will be conducted over a period of 14 working days, with the following tentative schedule:

  • Day 1-2: Document review and preparation for consultations.
  • Day 3-4 Stakeholder consultation workshops.
  • Day 5-8: Drafting of the Strategic Plan.
  • Day 9: Validation workshop.
  • Day 10: Finalization of the Strategic Plan.

Reporting

The consultant will report directly to the Director General of the MoECC and Concern Worldwide's designated project manager. Regular updates on progress will be required throughout the assignment.

Experiences and Qualifications

The consultant should possess the following qualifications and experience:

  • Educational Background: Advanced degree in Environmental Science, Natural Resource Management, or a related field.
  • Experience: At least 10 years of experience in strategic planning, environmental management, and climate change resilience.
  • Skills: Proven ability to conduct policy analysis, facilitate stakeholder consultations, and develop comprehensive strategic plan.
  • Knowledge: Strong understanding of Somaliland's environmental challenges, policy frameworks, and development goals.
  • Language: Proficiency in English (required) and Somali (preferred).
