Engagement of a Technical Consulting Firm for the Design, Development, Deployment, Training and Maintenance Support of an Integrated Enterprise Resource Planning (ERP) System
Shabelle Community Development Organization (SHACDO), established on October 21, 2007, is a humanitarian, non-profit, non-governmental organization dedicated to responding to humanitarian emergencies, promoting peace and stability, and implementing long- and short-term development programmes targeting the most vulnerable communities. In delivering these programmes, SHACDO manages financial, procurement, operations, HR, and programme functions that require accurate, timely, and well-controlled information systems. These functions are currently supported by fragmented, largely manual or disconnected systems and spreadsheets, which limit real-time visibility, increase the risk of errors, and constrain the Organization's ability to demonstrate strong internal controls and accountability to its Board, donors, partners and regulators.
To address these gaps, SHACDO intends to design, develop and deploy a comprehensive, integrated Enterprise Resource Planning (ERP) system tailored to the operational and compliance requirements of non-governmental organizations (NGOs). The system is expected to strengthen internal controls, improve transparency and accountability, enhance operational efficiency, and reduce financial, procurement and programmatic risks across the Organization.
SHACDO now wishes to engage a qualified and experienced technical consulting firm ("the Consultant") to deliver this assignment on a turnkey basis, encompassing system development/configuration, data migration/export support, staff training, and post-launch maintenance support.
The overall objective is to design, develop, implement and support an integrated, user-friendly and secure ERP system that automates and links SHACDO's Finance, Procurement, Operations, HR and Programmes functions. Specifically, the assignment aims to:
Design and develop (or configure, if an appropriate existing platform is proposed) an ERP system tailored to NGO operations and donor compliance requirements;
Strengthen internal controls through automated workflows, approval hierarchies, segregation of duties and complete audit trails;
Improve transparency and accountability through real-time, accurate and accessible financial and operational reporting;
Support the secure export, migration and cleansing of existing organizational data from current systems/spreadsheets into the new ERP;
Build the capacity of SHACDO staff to effectively use, administer and troubleshoot the system through structured training; and
Provide reliable post-launch maintenance and technical support to ensure system stability, security and continuous improvement.
Interested firms should submit a technical and financial proposal comprising:
Company profile, registration/incorporation documents and tax compliance certificate;
Technical proposal detailing understanding of the assignment, proposed ERP solution/platform, methodology and work plan;
CVs of key personnel to be assigned to the engagement;
Detailed, itemized financial proposal covering development, training, licensing (if applicable), and maintenance/support costs; and
Proposed contract and payment terms, in line with the payment modality set out in Section 9.
