Learning Documentation of the COLISBR SPA Project and SAMIR Fund
Community-Led Innovative Solutions for Building Resilience (COLISBR) Project
CARE Somalia/Somaliland is seeking to procure the services of qualified learning documentation consultants to undertake a comprehensive documentation assignment for the COLISBR SPA Project, covering both regular project interventions and the SAMIR Fund innovation component. The consultants will design and implement the learning documentation process, engage project participants, cooperatives, partners and CARE teams, and produce high-quality learning products, including briefs, impact stories, case studies, photographs and short documentary videos that capture project experiences, emerging results, community perspectives and lessons on climate-smart livelihoods, financial inclusion, resilience, women and youth empowerment, and sustainable local adaptation in Sanaag Region, Somaliland.
CARE is a humanitarian non-governmental organization committed to working with poor women, men, boys, girls, communities, and institutions to have a significant impact on the underlying causes of poverty. CARE seeks to contribute to economic and social transformation, unleashing the power of the most vulnerable women and girls. CARE has been providing emergency relief and lifesaving assistance to the Somali people since 1981. CARE is implementing three mutually supportive programs and are designed along the humanitarian-development nexus: Education and Gender Equality: Builds the capacity of government institutions to provide gender responsive education services while building adolescents and young people’s life skills. It strengthens the capacity of feminist organizations and Savings Groups Networks and supports their collective advocacy**. Climate Justice and Food, Water, and Nutrition:** Contributes to increased food security and an improved nutritional status of vulnerable populations through promoting gender-responsive, climate-smart and sustainable crop and livestock production, diversifying livelihoods, linking pastoralists and smallholder farmers with financial services and markets, promoting WASH and nutrition, and strengthening early warning systems and family and community contingency planning. Humanitarian Assistance: Provide a wide range of humanitarian services covering food security and economic recovery as well as education, health, nutrition, WASH, and protection in emergencies, ensuring investments into recovery. We will continue to contribute to humanitarian coordination and promote gender-responsive emergency assistance with the help of Rapid Gender Assessments and the promotion of women’s leadership in response.
CARE International in Somalia/Somaliland, in partnership with CARE Denmark and with support from DANIDA, has implemented the COLISBR programme in Somaliland. The programme is designed to strengthen resilience among climate-vulnerable communities through locally led innovation, climate-smart livelihoods, community systems, and adaptive approaches that help households and communities manage drought, livelihood stress and wider climate risks.
COLISBR has supported a range of core project interventions, including climate-smart agriculture and water-efficient production practices, community-led climate adaptation planning, strengthening of local committees and community structures, support to cooperatives and market linkages, use of climate information and early warning, and targeted inclusion of women, youth, pastoralist dropouts and marginalized groups. These interventions form the main body of project learning that should be documented before the closure and transition of the current phase.
Under the SPA II Extension, CARE and partners are also pursuing the SAMIR Fund - the Sanaag Agriculture, Markets and Innovation for Resilience Fund - as a community-anchored blended finance mechanism intended to address financing barriers faced by marginalized rural and agro-pastoral communities. The SAMIR Fund builds on COLISBR learning that climate-smart agricultural technologies, including drip irrigation, are technically viable but remain difficult for vulnerable farmers and cooperatives to adopt due to high up-front costs and limited appropriate finance. It therefore seeks to connect community structures, cooperatives/VSLAs, private sector capital, grants, loans and guarantees into a more sustainable financing pathway for climate adaptation.
As COLISBR moves toward completion and the SAMIR Fund moves from piloting/pre-scaling toward investment readiness, CARE seeks to commission a high-quality learning documentation assignment. The assignment will generate evidence-based, practical and visually engaging learning products that capture what has worked, what has not worked, how communities experienced the interventions, how the model can be improved, and what the learning means for future climate adaptation, resilience, inclusive finance and scaling investments in Somaliland.
The overall purpose of this consultancy is to produce a practical, high-quality learning and communications package that documents implementation experience, community voices, innovations, adaptation lessons and scaling messages from both the COLISBR core project activities and the emerging SAMIR Fund model. The assignment is intended to support programme learning, donor communication, visibility, adaptive programming and future resource mobilization.
Specific objectives
Document key achievements, implementation experience, community-level changes and practical learning from COLISBR core project activities, including climate-smart agriculture, community structures, cooperatives, gender and youth inclusion, livelihood support and local adaptation planning.
Document the SAMIR Fund as an emerging innovation and scaling pathway, focusing on how the model builds from COLISBR experience, why it is needed, how it addresses financing barriers, and what is required for it to become operationally credible, inclusive and investment ready.
Capture human stories, case studies and evidence products that show how women, youth, farmers, pastoralist dropouts, cooperatives and marginalized groups have engaged with and benefited from project interventions and/or financing innovations.
Identify practical lessons on relevance, inclusion, partnership, implementation quality, sustainability, scalability, market engagement, financial inclusion and climate adaptation outcomes.
Produce a package of high-quality knowledge products that CARE, CARE Denmark, DANIDA, government partners, private sector actors and other stakeholders can use for learning, visibility, advocacy and future programme design.
