AAIS implements integrated programs through its engagement with communities, women, and youth groups, to empower them ensuring community socioeconomic strength to eradicate poverty and social injustice.  

Project Background:

ActionAid International Somalia (AAIS) is implementing an emergency lifesaving WASH intervention for 8 months for vulnerable IDP and host settlements of Beledweyne District. These interventions are based on the 2023 emergency reserve allocation of SHF for El Niño preparedness and response plan in Hirshabelle Region based on Inter-agency cluster post-flood assessments and increased IDPs influx in Beledweyne. The integrated response will address urgent needs in the District as a result of the flash floods in May 2023 which displaced over 200,000 people and destroyed basic water facilities, sanitation, and hygiene infrastructure increasing risks of water-borne diseases and other diarrheal illnesses. The project intervention also is set to strengthen El Nino preparedness and response given the current projections which point to potential flooding in riverine and other low-lying areas closer to River Shabelle.  The intervention aims to assure equal access to WASH services for the elderly and those with disabilities, children, and women.

ActionAid International Somalia (AAIS) will construct a total of 257 gender-friendly latrines segregated by gender with 39 of them being PWD latrines in sites close to settlements to reduce the risk of protection issues such as GBV in IDPs camps and host communities in Beledweyne District. AAIS will conduct site selection with community representatives, women, and girls to ensure access, safety, and protection concerns are adequately considered as well as in collaboration with the local authorities. For enhancement in protection and dignity, latrines will be separated based on gender and have lockable doors (inside). Appropriate local technology options will be considered for cost-effectiveness and environmentally friendly. Each communal latrine will be shared by 20 persons to meet the emergency minimum guideline of Somalia WASH Cluster standards. During the construction phase, the AAIS Field Officer and Site Engineer will regularly supervise the work to ensure proper execution.

AAIS will also rehabilitate 250 latrines destroyed by the recent floods in Beledweyne with 37 of them being disability-friendly. The rehabilitation will clear the existing septic tank by removing the damaged cover the sludge, and any materials dumped on it. After the rehabilitation, latrines should be fully functional, and it will enable 5,000 people to have access to adequate and safe latrines to prevent open defecation.

All clarification requests must reach AAIS no later than January 22, 2024. AAIS will respond via email, providing clarifications on the bidding documents by January 25, 2024. Written copies of the responses, including an explanation of the queries without disclosing the source, will be communicated to all prospective Tenderers expressing an intention to submit bids.
