Somaliland is a beneficiary of the World Bank financed Somalia Enhancing Public Resource Management Project (SERP). The Project Development Objective (PDO) is to support Somaliland in strengthening accountability, transparency, and institutional capacity in public resource management across participating entities. SERP project includes five components: (i) Public Financial Management (PFM); (ii) Domestic Revenue Mobilization (DRM); (iii) Public Sector Management (PSM); (iv) Integrated Governance Support; and (v) Project Management, Coordination, and Support in Delivery. The first component, Public Financial Management (PFM), aims to enhance the Government of Somaliland's budget preparation, execution, and oversight capabilities. Within this framework, the project will strengthen the functionalities, usage, and security of the Somaliland Financial Management Information System (SLFMIS), a primary tool for budget management and financial reporting for public disclosure and management decision making.
The Somaliland Financial Management Information System (SLFMIS) was initiated in 2013 to modernize public financial management. The SLFMIS is the major Government transaction processing and accounting system and is deployed in all MDAs, some Local Governments and Government Enterprises. The focus of the implementation is now on rolling out the SLFMIS to all Local Governments and Public Enterprises; making necessary enhancements to the system; integrating with all relevant third-party systems; upskilling the in-house support team to effectively manage and support the system; and ensuring that all key stakeholders embrace the system.
The overall objective of the assignment is to offer all-round technical advice to MOFED in the implementation of the SLFMIS.
The SLFMIS Technical Advisor will perform the following duties and responsibilities:
Update the SLFMIS Strategy to cover the five-year period of 2025 to 2029
Engage users to collect requirements and define specifications for new SLFMIS features including Water Bill Management, OPR and ROR Voucher Processing, Procurement Planning, Financial Dashboards, and Enhanced Payment Attachment Checklists.
The consult should have the following qualifications and experience to carry out the assignment:
Duration of Assignment:The assignment is expected to take 12 months.
The Ministry of Finance and Economic: The Ministry of Finance and Economic Developmentwith the SERP Project Implementation Unit, seeks an experienced, highly qualified and committed Somaliland Financial Management Information System (SLFMIS) SLFMIS Technical Advisor: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
