Job Description

  1. Background

Somaliland is a beneficiary of the World Bank financed Somalia Enhancing Public Resource Management Project (SERP). The Project Development Objective (PDO) is to support Somaliland in strengthening accountability, transparency, and institutional capacity in public resource management across participating entities. SERP project includes five components: (i) Public Financial Management (PFM); (ii) Domestic Revenue Mobilization (DRM); (iii) Public Sector Management (PSM); (iv) Integrated Governance Support; and (v) Project Management, Coordination, and Support in Delivery. The first component, Public Financial Management (PFM), aims to enhance the Government of Somaliland's budget preparation, execution, and oversight capabilities. Within this framework, the project will strengthen the functionalities, usage, and security of the Somaliland Financial Management Information System (SLFMIS), a primary tool for budget management and financial reporting for public disclosure and management decision making.

 

The Somaliland Financial Management Information System (SLFMIS) was initiated in 2013 to modernize public financial management. The SLFMIS is the major Government transaction processing and accounting system and is deployed in all MDAs, some Local Governments and Government Enterprises. The focus of the implementation is now on rolling out the SLFMIS to all Local Governments and Public Enterprises; making necessary enhancements to the system; integrating with all relevant third-party systems; upskilling the in-house support team to effectively manage and support the system; and ensuring that all key stakeholders embrace the system.

 

  1. Objective(s) of the Assignment

The overall objective of the assignment is to offer all-round technical advice to MOFED in the implementation of the SLFMIS.

  1. Roles and Responsibilities

The SLFMIS Technical Advisor will perform the following duties and responsibilities:

Update the SLFMIS Strategy to cover the five-year period of 2025 to 2029

Engage users to collect requirements and define specifications for new SLFMIS features including Water Bill Management, OPR and ROR Voucher Processing, Procurement Planning, Financial Dashboards, and Enhanced Payment Attachment Checklists.

  • Collect user requirements and define specifications to enhance key SLFMIS modules including Budget Control, Expenditure, Treasury, Purchasing, Debt, Inventory, Fixed Assets, Contract Management, Payroll, and System Administration.

  1. Develop a training plan for the SLFMIS support team.
  2. Develop IFMIS change management communication content in collaboration with the MOFED SLFMIS change agents.
  3. Build the capacity of the SLFMIS change agents to spearhead the change management communication campaign.
  • Map the Standard Chart of Accounts (SCOA) to Local Government and Public Enterprise IPSAS reports for configuration into the SLFMIS.
  • Develop a framework and roadmap for budget decentralization, ensuring alignment with government fiscal policies and effective resource distribution.
  1. Implement of budget decentralization at departmental and regional levels, ensuring efficient resource allocation without addressing policy matters.
  2. Provide expert support and guidance to the SLFMIS Director on the daily SLFMIS operations.
  3. Lead User Acceptance Testing (UAT) to validate new functionalities and ensure they align with operational requirements.
  • Work closely with end users to document feedback, refine system specifications, and optimize user experience.
  • Provide PFM advice to the Accountant General and the Director General of the Ministry of Finance.
  • Facilitate structured knowledge transfer to the SLFMIS Support Team by conducting hands-on sessions, developing technical documentation, and ensuring that all enhancements, modules, and procedures are well understood and can be maintained locally without external support.

Experiences and Qualifications

  1. Selection Criteria:The selection shall be based on qualification, experience and competencies of the candidate and followed by an interview.
  2. Qualifications, experience and competencies

The consult should have the following qualifications and experience to carry out the assignment:

  • Qualifications:
  • Master’s degree in IT or its equivalent.
  • Government IFMIS functional training and use.
  • Having knowledge in Public Finance, Accounting, Budgeting or Revenue is added advantage
  • Experience + Competencies:
  • Good interpersonal skills and be able to interact with and convince stakeholders at a strategic level.
  • At least six years of consulting experience and relevant work experience within the Somaliland context.
  • Good understanding of IFMIS implementations with experience of at least 3 government IFMIS implementations of nature and magnitude as the SLFMIS, playing an advisory role.
  • Experience in IFMIS in Sub-Saharan Africa.
  • A proven understanding of Public Financial Management.
  • A proven record of accomplishment of successful management of application build, testing, implementation and quality assurance activities of large-scale ERP/IFMIS systems in developing countries is required including demonstrable hands-on complete IFMIS project lifecycle experience.
  • Extensive experience implementing Financial Information Systems and in using practical techniques for change management in a fragile state environment.
  • Proven record of business process analysis and re-engineering experience.

Duration of Assignment:The assignment is expected to take 12 months.
