PROTECTION FIELD OFFICER

KISMAYO

About the Job

The Protection Field Officer contributes to the implementation and monitoring of ICRC’s Protection activities in Kismayo region.

This is a national/resident position based in Kismayo, Somalia.

Duties and Responsibilities

  • Contributes to the implementation of Protection of Civilian Population (PCP) activities
  • Assists with monitoring, documenting, and mapping of PCP cases and conflict-related or violent incidents with humanitarian consequences.
  • Conducts field assessments either independently or as part of ICRC multidisciplinary teams focusing on the humanitarian needs of affected populations.
  • Supports the Protection team in organizing visits to places of detention (PoDs).
  • Collects basic information on possible Protection of Family Links (PFL) cases; sends it to PFL team for follow up.
  • Maintains regular contacts with Somali Red Crescent Society (SRCS) PFL local branches/sub-branches with a focus on sharing context-related and security information.
  • Assist the PFL team to organise, execute, and monitor their activities, specifically supporting the SRCS PFL team actions, trainings, and meetings.
  • Contributes to the assessment and identification of priority protection issues for further monitoring and follow up.
  • Liaises with the different interlocutors and stakeholders on varying issues of interest when required.
  • Participates in the Protection Officers` monthly protection cluster meetings within the region
  • Contributes to the definition of the annual objectives and plans of actions of the ICRC Protection department.
  • Prepares the operational reports and regularly gives an account of the on ongoing activities including multidisciplinary assessments.

Experiences and Qualifications

Minimum qualifications and required competencies

  • Bachelor`s Degree in Social Sciences, Development Studies or an equivalent qualification in a related field of study
  • At least 4 years of experience in a similar field of activities
  • Knowledge of International Humanitarian Law (IHL) or International Human Rights Law (IHRL) is an asset
  • Ability to network, represent the institution externally and dialogue with major stakeholders
  • Fluency in both oral and written communication in English and Somali
  • Excellent administrative and organizational skills
  • Upholds a high sense of responsibility and confidentiality
  • Computer proficiency especially in MS Office suite
